What it means

SPI summary

Producers of plastic products, including packaging, must report quantities placed on the Canadian market under a CEPA section 46 notice, starting in September 2025 on 2024 data. Phase 2 and 3 reporting has been postponed and a new notice covering 2027-2029 is planned.

In practice

Producers placing plastic packaging, electrical and electronic equipment or single-use plastic products on the Canadian market report the quantities to the Federal Plastics Registry under a CEPA section 46 notice. For packaging companies the practical task is data: resin and format tonnages by year, at the level of detail the notice asks for. Reporting runs annually for 2024, 2025 and 2026 data, while later phases have been postponed and a new notice for 2027 to 2029 is planned.

Who is in scope

  • Phase 1: producers that manufacture, import or place on the market plastic packaging, electrical and electronic equipment, or single-use or disposable plastic products
  • Calendar years 2024, 2025 and 2026, with reports due in 2025, 2026 and 2027

Who is not

  • Producers and importers placing less than 1,000 kg of plastic on the market in a calendar year
  • Resin manufacturers, waste generators and service providers for 2025 and 2026 reporting
  • Phase 2 and 3 reporting, which has been postponed

What to do and by when

  1. NowCheck whether Canadian plastic packaging placed on the market exceeds the 1,000 kg threshold.
  2. NowPrepare 2025 data and confirm the 2026 reporting deadline in the amended notice of 14 March 2026.
  3. 2027Plan the report on 2026 data, the last year under the current notice.
  4. When the 2027-2029 notice is publishedReview new categories and data fields and adjust data systems.

Where the record is unclear

  • The exact reporting deadline day for each year is set in the notice, not on the overview page reviewed.
  • Scope and timing of the planned 2027-2029 notice are not yet published; only a notice of intent of 14 March 2026 is available.
