Paper packaging data are supplier self-reported and cover an estimated 90%+ of supply volume.4

Regulatory exposure

SPI analysis Our reading of the sourced facts above. Not company-reported, not legal advice.

Basis: Presence is taken from subsidiaries listed in Exhibit 213 and the 10-K statement that products are sold in about 180 countries and territories1. P&G sells household, personal care and over-the-counter health products, mostly in plastic bottles, tubs, film and paperboard, so beverage deposit and food-contact PFAS rules are not applied. Rule IDs are from the SPI Regulation Tracker. Applicability is SPI's reading, not legal advice.

Plastic taxes: Plastic taxes in the tracker that can apply to this product mix: UK Plastic Packaging Tax (PR-GB-001) and Spain's non-reusable plastic packaging tax (PR-ES-001). With 19% recycled resin overall, much P&G plastic packaging would sit below the 30% UK threshold unless specific components exceed it. The EU plastic own resource (PR-EU-017) is paid by Member States, not by companies.

SPI analysis

What this means for packaging suppliers

SPI analysis Our reading of the sourced facts above. Not company-reported, not legal advice.

P&G uses about 681,000 metric tons of plastic packaging a year, mostly polyethylene, PET and polypropylene, and about 2.1 million metric tons of paper packaging. Its 2030 goals are to make all consumer packaging recyclable or reusable, from 80% now, and to halve virgin petroleum plastic per unit against 2018, from a 24% cut so far. That gap points to demand for recycled PE, PET and PP (recycled resin is 19% of the total), lighter bottles, refill packs for home care, and paper replacing plastic and blisters, as with Gillette, Venus and Vicks. Paper suppliers already meet a near-complete recycled or certified fibre standard, and FSC certification of virgin fibre (40%) is an area that could grow. The supply chain emissions goal of 40% per unit by 2030 explicitly includes packaging materials, so suppliers should expect carbon data requests. EPR fee modulation in the EU, UK, U.S. states and India, and the UK plastic tax threshold of 30% recycled content, add a cost reason to move. No supplier relationship has been publicly announced, so this describes demand signals, not who supplies.

Data gaps

What the sources reviewed do not show, or what we could not confirm. Know something we have missed? Tell the SPI team and we will check it.

  • No packaging supplier relationships are publicly announced in the sources reviewed; PureCycle and Dow are technology partners.
  • Regional net sales split for FY2026 could not be read (10-K fetch truncated); only 'more than 50% outside the U.S.' is used.
  • Ellen MacArthur Foundation Global Commitment and Plastics Pact memberships are not mentioned in the sources reviewed and were not checked on initiative sites.
  • The 2025 Citizenship Report (and any 2026 report) was not located; figures come from the investor ESG pages and company blogs, which have no page numbers or publication dates.
  • No reuse or refill target is published; reuse share is not reported.
  • New Zealand presence not confirmed by Exhibit 21; Philippine and UAE subsidiaries may be holding entities.
  • Progress years follow P&G's FY 24/25 ESG year (April 2024 to March 2025), which differs from the financial year.
  • No packaging press releases (as opposed to blog articles) were found for October 2024 to October 2026.

About the SPI Buyers Database

Purpose
To help packaging makers and suppliers see what large buyers have committed to publicly, by end use and region, and how far they have got.
Coverage
42 large brand owners and retailers so far, chosen for their size in packaging demand. It is not a complete list of buyers in any market.
Data sources
Each company's own sustainability, annual and ESG reports, press releases and filings, plus official sources where a pledge was made to a public body.
SPI Methodology
For each target we record the wording, the target year, the latest progress the company reports and a short quote from the source. Status says met or missed only when the company states the result; otherwise it shows in progress or not reported.
Limitations
Companies report on different bases and years. Headquarters countries and end uses are assigned by the SPI team and are not separately sourced. Rows have not yet been re-checked by a second SPI team member. No contacts, purchase volumes, supplier relationships or pack specifications are included.
