SPI analysis

Regulatory exposure

SPI analysis Our reading of the sourced facts above. Not company-reported, not legal advice.

Basis: Presence is taken from regional sales shares3, the Dusseldorf headquarters5 and country examples on the company's packaging page6. No subsidiary list was read, so most countries are marked not confirmed; Henkel's regional spread makes wider presence likely but it is not evidenced here. Rule IDs are from the SPI Regulation Tracker. Henkel sells home care, laundry, hair care and consumer and industrial adhesives, so beverage deposit and food-contact rules are not applied to its own packaging. Not legal advice.

Detergent bottles, refill pouches, hair care bottles and adhesive tubes and cartridges fall under PPWR recyclability, labelling and recycled-content rules. Transport and grouped packaging reuse targets apply to B2B adhesive shipments too.

Plastic taxes: UK Plastic Packaging Tax (PR-GB-001) and Spain's non-reusable plastic packaging tax (PR-ES-001) apply to plastic detergent and hair care bottles where Henkel is the importer or manufacturer; UK and Spain presence not confirmed in the sources read. Bottles at 65% PCR clear the UK 30% threshold. The EU plastic own resource (PR-EU-017) is paid by Member States.

SPI analysis

What this means for packaging suppliers

SPI analysis Our reading of the sourced facts above. Not company-reported, not legal advice.

Henkel missed its 2025 packaging targets narrowly and reset them for 2030 at 35% recycled plastic and 100% design for recycling, and it no longer states a separate virgin plastic cut. The gap from 28% to 35% recycled content means steady demand for food-grade and non-food PCR resin and for converters who can run high-PCR detergent bottles (Europe is at 65% PCR, Australia and New Zealand at 75%). The 12% of packaging not yet designed for recycling, plus switches such as the Bref blister to paper, point to demand for mono-material and paper-based alternatives. Adhesives Construction plans to almost quadruple recycled content in its plastic packaging to 45% by 2028, which matters for buckets, bags and cartridge suppliers. Henkel is also a packaging-industry supplier through its adhesives business, so it may compete or partner with converters. No packaging supplier relationship is publicly announced; this describes likely demand, not who supplies.

About the SPI Buyers Database

Purpose
To help packaging makers and suppliers see what large buyers have committed to publicly, by end use and region, and how far they have got.
Coverage
42 large brand owners and retailers so far, chosen for their size in packaging demand. It is not a complete list of buyers in any market.
Data sources
Each company's own sustainability, annual and ESG reports, press releases and filings, plus official sources where a pledge was made to a public body.
SPI Methodology
For each target we record the wording, the target year, the latest progress the company reports and a short quote from the source. Status says met or missed only when the company states the result; otherwise it shows in progress or not reported.
Limitations
Companies report on different bases and years. Headquarters countries and end uses are assigned by the SPI team and are not separately sourced. Rows have not yet been re-checked by a second SPI team member. No contacts, purchase volumes, supplier relationships or pack specifications are included.
