What it means

SPI summary

The anti-waste and circular economy law (AGEC) sets the goal of ending the placing on the market of single-use plastic packaging by 2040, implemented through five-year 3R decrees (first: 20% reduction by end-2025).

In practice

France has set a national goal of ending the placing on the market of single-use plastic packaging by 2040, delivered through successive five-year 3R (reduce, reuse, recycle) decrees. The first period targeted a 20% cut in single-use plastic packaging by end-2025, at least half through reuse, elimination of unnecessary packaging such as plastic blisters around batteries and bulbs, and full recyclability by 1 January 2025. For brand owners and packaging suppliers selling in France, this is a long-horizon signal to plan reduction, reuse and material substitution, now layered on top of the PPWR, which applies EU-wide from 12 August 2026.

Who is in scope

  • Single-use plastic packaging placed on the French market (ministry page)
  • Targets covering reduction, reuse and recycling of that packaging, set by five-year 3R decrees

Who is not

  • The ministry page does not list exemptions from the 2040 goal
  • Reusable packaging and non-plastic packaging are not the object of the end-of-single-use-plastic goal as described

What to do and by when

  1. NowMap the share of single-use plastic packaging in your French portfolio and its trend against the 2018 to 2025 reduction logic.
  2. NowCheck whether a 3R decree for the 2026 to 2030 period has been published and what targets it sets.
  3. 12 August 2026Align French reduction and reuse plans with PPWR obligations so the two programmes are not run separately.
  4. 2040Build a roadmap for replacing or reusing remaining single-use plastic formats sold in France.

Where the record is unclear

  • The ministry page does not say whether the second 3R decree (2026 to 2030) has been adopted or what its targets are.
  • How the national 2040 goal interacts with PPWR harmonisation from 12 August 2026 is not addressed on the page.
  • SPI has not yet confirmed the article references against the Légifrance texts of the AGEC law and the 3R decree.
