How the scheme works

Oregon's producer fees are membership fees under the Recycling Modernization Act in ORS chapter 459A, tracked as PR-US-002. The Act has been in force since 1 January 2022 according to DEQ's producer summary, while the 2021 session law (chapter 681, section 60) held back any member charges until 1 July 202523. Fees must meet ORS 459A.884 and follow the approach in the approved programme plan2. Circular Action Alliance (CAA) runs that plan, amended on 12 September 2025 for 2025 to 2027, with 60 reporting and fee categories for covered materials6.

DEQ's summary sets out who pays. For packaged goods in physical retail it is usually the brand-owning manufacturer, or a licensed manufacturer where the brand is licensed; with no such party in the US, the importer; for remote sales, whoever packs and ships the item pays on the shipping packaging; publishers pay for newspapers and magazines; and the first seller into Oregon pays for food serviceware3. Two numeric tests take a producer out: worldwide gross revenue below USD 5 million in its latest fiscal year, or Oregon sales of covered products below a single metric ton; nonprofits, public bodies and single-location retailers with no online sales are also outside3.

The fees fund expansion and operation of Oregon's local recycling systems. CAA's quarterly report for January to March 2026 puts the 2025 to 2027 local government funding estimate at USD 88,435,328, with primary funding agreements signed with all 16 Priority A communities5. The same report shows the glass incentive paid at USD 79.08 per US ton in that quarter after a 2.7% inflation adjustment5.

Fee setting

How fees are set

CAA's method, as presented on 29 May 2025 for the first fee year, starts from total system cost (collection, transport, processing, access to capital and service expansion) plus other required funding such as reserves, regulatory costs and PRO administration4. It assigns those costs to each material, credits commodity revenue to the categories that earned it, and divides by the supply tonnage producers reported to reach a base rate per pound4. DEQ stresses the consequence: rates follow reported supply, so they change every year and late or missing data distorts them2.

The 2026 schedule, first published on 29 October 2025, prints a base fee, a system investment (SIM) portion and a final rate for each line; SIM is zero on every row, so the final rate equals the base1. There are no bonus or malus columns. The live rows on this page convert the printed cents per pound into US dollars per metric tonne.

What moves the fee

CriterionEffect on the fee
Recycling acceptance list statusItems on the statewide (USCL) list pay least; clear PET bottles pay 25.0 cents per pound while pigmented PET bottles, accepted on neither list, pay 67.0 cents.1
Non-consumer transport packagingTertiary corrugated cardboard is set at 0.0 cents per pound, against 8.0 cents for consumer corrugated.14
Voluntary life cycle evaluation (Bonus A)CAA released guidance on a life cycle assessment bonus on 29 May 2025; its 2026 value is not printed in the fee schedule.14
Small producer flat fee under ORS 459A.884(6)Producers selling 1 to 10 metric tons may pay USD 1,200 to USD 5,800 a year in four bands instead of per-material fees.1

SPI calculation

Local example

A household cleaning brand sells into Oregon supermarkets in clear PET spray bottles and natural HDPE jugs, packs gift sets in paperboard cartons and launches refills in plastic film pouches. It owns the brands and manufactures in the United States, so it is the obligated producer.

LineWeightRate usedAmount
Clear PET spray bottles (USCL)Plastic30,000 kg$551.16 / tonne$16,535
Natural HDPE jugs (USCL)Plastic20,000 kg$198.42 / tonne$3,968

HDPE/LDPE refill pouches (PRO list)Plastic4,000 kg$947.99 / tonne$3,792
Total$26,059

SPI calculation: 64 tonnes of packaging owe USD 26,058.86 in 2026 Oregon fees1. The PET bottles carry 63.5% of the bill, and the refill pouches, at 6.3% of the weight, add 14.6%, because flexible film pays 43.0 cents per pound against 9.0 cents for natural HDPE.

If the spray bottles were tinted, they would fall off both acceptance lists and pay 67.0 cents per pound, which on 30 tonnes is about USD 44,310 (SPI arithmetic, using 2,204.62 pounds to the metric tonne)1. The refill format still lowers the brand's total if each pouch replaces a much heavier rigid bottle; the fee is charged on weight supplied, not on units.

Year on year

Changes from last year

The 2025 per-material schedule was released to producers through CAA's portal, and the public explainer of 29 May 2025 gives only selected figures4. The one line printed on both years is wood and other organic materials, which fell from 108.0 to 105.0 cents per pound, or 2.8%; in 2025 it had been projected at 210.0 cents before final supply data came in41.

For other materials the 2025 explainer gives class averages: flexible plastics 76.7 cents, paper and fibre 7.6 cents and glass and ceramics 11.0 cents per pound4. These are not directly comparable with 2026 single lines such as glass containers at 10.0 cents or corrugated at 8.0 cents1. The explainer reports that many final 2025 rates came in more than 25% below projections, while consumer corrugated came in more than 25% above, and that printing and writing paper was under-reported4.

SPI analysis

What the numbers say

SPI analysis Worked from the published rates above. Not an invoice, not legal or tax advice.

  • Plastic rates run from $198.42 / tonne to $3,042.38 / tonne: the highest is 15.3 times the lowest. Which category a pack falls into depends on its design, so design choices move the plastic fee, not only weight.
  • At the first listed category of each, a tonne of plastic costs 3.1 times a tonne of paper and board ($551.16 / tonne against $176.37 / tonne). Fees are per tonne, so a lighter plastic pack can still cost less than a heavier paper one.
  • In the worked example, plastic is 29% of the tonnage but 54% of the cost.
  • In Oregon the two lowest plastic lines are natural HDPE bottles at 9.0 cents per pound and clear PET bottles at 25.0 cents, while PP film and plastic laminates pay 102.0 cents1.
  • Oregon's fees are recalculated each year from reported supply, so a producer's own data quality shifts the next year's rate for everyone in that category24.
Limitations

What this page does not cover

  • Per-unit charges (including the Ecoembes glass unit factor) and eco-modulation bonuses and penalties are not included; the calculator uses the per-weight rates only.
  • CAA offers a voluntary life-cycle assessment bonus (Bonus A) for 2026 (Oregon DEQ, life-cycle impact evaluation page). Its amount is not in a public 2026 document, so it is not shown.
  • Exemptions, de minimis thresholds, registration fees and penalties for late reporting are not modelled.

Questions

Questions

How much does Oregon charge in 2026 on clear PET bottles?

CAA's 2026 Oregon schedule charges 25.0 cents a pound on PET bottles that are clear or natural, jugs and jars on the statewide acceptance list. That converts to about USD 551.16 per metric tonne, and there is no system investment surcharge on the line in 2026.

Who is exempt from Oregon packaging fees?

A producer is exempt if its worldwide revenue was below USD 5 million last fiscal year or if it put less than one metric ton of covered products on the Oregon market, according to DEQ's summary. Nonprofits, public bodies and single-location retailers with no online sales or franchise ties are also exempt.

Can small Oregon producers pay a flat fee?

Yes. Under ORS 459A.884(6) the 2026 schedule offers flat fees of USD 1,200 for 1 to 2.5 metric tons, USD 2,500 for 2.5 to 5, USD 4,100 for 5 to 7.5 and USD 5,800 for 7.5 to 10. The two lower bands are also open to producers above USD 10 million in revenue.

When are Oregon fees set for 2027?

CAA uses 2025 supply data, with an anticipated reporting deadline of 31 May 2026, to set 2027 fees. Private recycling exemption claims for the 2027 fee year had to be filed between 6 January and 31 March 2026.

Did Oregon fees go up for 2026?

Only one line can be matched across both public documents: wood and other organic materials fell from 108.0 to 105.0 cents per pound. CAA released the full 2025 schedule through its producer portal, so most 2025 per-material rates are not in a public table.
