How the scheme works
The Isle of Man figure on this page is a tax, not a producer responsibility fee. The Island's Customs and Excise Division administers a plastic packaging tax that has applied since 1 April 20222. Its legal base, as listed by the Division, is the Finance Act 2021 as it has effect in the Island, given force by the Plastic Packaging Tax (Application) Order 2021 and its 2022 amendment, with two sets of 2022 regulations covering general administration and product descriptions3. SPI holds no Manx packaging producer responsibility fee table, so plastic is the only material priced here.
The Treasury's notice of 3 March 2026 names the taxpayers as manufacturers and importers of finished plastic packaging components1. It explains the link with Westminster: under the 1979 Customs and Excise Agreement the UK and the Island form one territory for VAT, customs and most excise duties, so the Island must keep its rate in step with the UK figure1. When the tax launched, the Division asked to hear from businesses making plastic packaging on the Island or bringing it in from outside the UK2. The Treasury presents the charge as an environmental measure on components produced in or imported into the Island, meant to discourage packaging made from new plastic and to encourage recycled material instead1. At launch it said it did not expect a significant impact on Island businesses, and the Division's December 2021 notice postponed the requirement to show a statement on invoices, with details to follow2. That notice also pointed packers to guidance on the records needed to support a return and on how VAT interacts with the tax2.
The UK statute anticipates the Manx charge. Section 76 of the Finance Act 2021 says a component that has borne an equal or higher Manx charge is not treated as imported into the UK, while a lower Manx charge is credited against UK tax; a component sent from the UK to the Island is not treated as exported for the UK relief rules in sections 51 and 534. HMRC's registration guidance tells Island businesses to register with Isle of Man Customs and Excise rather than with HMRC5.
How fees are set
The Island does not run its own rate calculation. The Treasury describes the rate as one it is required to align with the UK rate, which Westminster sets in section 45 of the Finance Act 202117. That section now reads £228.82 per metric tonne after substitution by section 104 of the Finance Act 2026, and its subsection (2) charges part of a tonne proportionately7. The Manx increase from £223.69 to £228.82 per tonne took effect on 1 April 2026, the same day as the UK change16.
The rate does not vary by format or recyclability. Once a component is within the tax, recycled content decides the bill: below 30% recycled plastic it pays the full rate, at 30% or more it pays nothing36.
What moves the fee
| Criterion | Effect on the fee |
|---|---|
| Recycled plastic content of the component | Components below 30% recycled plastic pay £228.82 per tonne; components at or above 30% pay nothing.16 |
| Part tonnes | Tax on a fraction of a tonne is reduced in proportion, so 2.5 tonnes pays £572.05.7 |
| Movement between the UK and the Island | A Manx charge at or above the UK rate takes the component outside UK import tax; a lower Manx charge is credited against the UK amount.4 |

100 tonnes of plastic packaging a year with no recycled content, then the same with 30% recycled content. Worked with the calculator's own maths.
| Line | Tonnes | Rate used | Amount |
|---|---|---|---|
| Isle of Man Plastic Packaging TaxRecycled content 0% is under the 30% threshold, so the whole plastic weight is taxed. | 100.0 | £228.82 / tonne | £22,882 |
| Total a year | £22,882 |
No rate in our data for: Plastic, so those tonnes are left out.
With 30% recycled plastic, the plastic tax line becomes nil and the total £0.00 a year.
Local example
A Manx food business imports clear plastic trays and lidding film from a supplier in continental Europe to pack chilled produce on the Island. Neither component contains 30% recycled plastic, and the business is the importer of record.
| Line | Weight | Rate used | Amount |
|---|---|---|---|
| Imported plastic trays, under 30% recycled contentPlastic | 18,000 kg | £228.82 / tonne | £4,119 |
| Imported lidding film, under 30% recycled contentPlastic | 2,000 kg | £228.82 / tonne | £458 |
| Total | £4,576 |
SPI calculation: 20 tonnes at £228.82 gives £4,576.40 for the tax year starting 1 April 20261. Before that date the same 20 tonnes would have cost £4,473.80 at £223.69, so the 2026 change adds £102.60.
If the tray supplier moved to 30% recycled plastic, the tray line would drop out and only £457.64 for the film would remain, which is the main lever the tax gives an Island packer. SPI analysis: trays sourced from a UK converter that has already paid UK tax are a different case, because section 76 treats goods sent to the Island as not exported for UK relief purposes4; the importer should confirm the Manx treatment with Customs and Excise.
Deadlines

Changes from last year
The Manx rate rose 2.3%, from £223.69 to £228.82 per tonne, on 1 April 20261. The Treasury gives alignment with the UK as the reason rather than any Island cost measure1. For reference, the UK rate has moved from £200 at launch in April 2022 to £210.82, £217.85, £223.69 and now £228.826.

What the numbers say
SPI analysis Worked from the published rates above. Not an invoice, not legal or tax advice.
- Recycled content changes the plastic tax line from £22,882 to nil in the example, a lever the packaging buyer controls.
- On the Island the only packaging charge in SPI's data is this tax, so a Manx packer's plastic cost depends on recycled content alone, not on recyclability grades16.
- Because the Treasury must keep the Manx rate aligned with the UK, any UK rate Westminster sets for April 2027 is the best available guide to the next Island figure1.
What this page does not cover
- Exemptions, de minimis thresholds, registration fees and penalties for late reporting are not modelled.

Questions
Does the Isle of Man tax imports of plastic packaging?
Yes. The Treasury notice of 3 March 2026 applies the tax to importers as well as manufacturers of finished plastic packaging components. From 1 April 2026 the rate is £228.82 per tonne for components under 30% recycled plastic.
Why does the Isle of Man rate match the UK rate?
The 1979 Customs and Excise Agreement treats the UK and the Island as one territory for VAT, customs and most excise duties. The Treasury says this requires the Island to keep its plastic packaging tax rate aligned, which is why both moved to £228.82 on 1 April 2026.
Where do Isle of Man businesses register for plastic packaging tax?
With Isle of Man Customs and Excise, not HMRC. HMRC's registration guidance, updated on 25 October 2022, points Island businesses to the Manx authority.
Is plastic packaging taxed twice when it moves between the UK and the Isle of Man?
Section 76 of the Finance Act 2021 is designed to avoid that. A component that has borne a Manx charge at or above the UK rate is not treated as a UK import, and a lower Manx charge is credited against UK tax.
Will the April 2027 UK recycled content changes apply on the Island?
HMRC's policy paper of 26 November 2025 removes pre-consumer plastic from the 30% test in the UK from 1 April 2027 and does not mention the Island. As of 14 October 2026, SPI knows of no Manx announcement on the point.
Who handles plastic packaging tax questions on the Isle of Man?
The Customs and Excise Division of the Treasury administers the tax, and the notice of 3 March 2026 directs queries to it at customs@gov.im. Its notice of 30 December 2021 asked businesses that make plastic packaging on the Island, or import it from outside the UK, to contact the Division before the tax began on 1 April 2022.
