How the scheme works
Italy's packaging fee is the Contributo Ambientale CONAI (CAC), charged since 1 October 1998 under Legislative Decree 152/2006, which allocates the cost of separate collection, recycling and recovery in proportion to the quantity, weight and type of packaging placed on the national market1. The CONAI 2026 guide cites Article 221 of the decree: producers and users of packaging take part in the Consorzio Nazionale Imballaggi3. Membership is compulsory for both groups; the fee is 5.16 euro fixed plus a variable part for firms with revenue above 500,000 euro, capped at 100,000 euro, and firms with revenue up to 500,000 euro can join through their trade association3.
The fee is not paid on placing a product on the shelf. It is levied at the first transfer inside Italy of finished packaging from the last producer or trader of empty packaging to the first user, or of packaging material to a self-producer; since 1 January 2019 the first transfer also covers the last trader of empty packaging selling to the first user1. The seller applies the CAC on its invoice, showing unit weight by material and the fee per band, and it falls within VAT under Articles 12 and 13 of Presidential Decree 633/19721. Imported packaging is declared by whoever places it on the market unless a CONAI-registered foreign supplier has already paid1.
CONAI passes the money to seven material consortia, for steel, aluminium, paper, wood, plastic, compostable bioplastic and glass, and each material invoice is raised separately7. The CAC therefore covers household and commercial packaging in one table, with the plastic bands separating the commercial circuit from the domestic one3.
How fees are set
The CONAI Board of Directors sets each value after monitoring the economic and financial position of the material consortia, and announces changes months ahead with a stated effective date25. Rates are per tonne in euro and can change on 1 January, 1 July or 1 October; the 2026 table carries all three columns1. The 1 October 2026 plastic increase was announced on 25 May 2026 and justified by rising quantities managed, higher collection, sorting and recycling costs, and weak demand for some recycled fractions, about 34% of material handled, mainly in bands B2 and C2.
Modulation has applied to plastic since 1 January 2018 and to paper since 1 January 20191. For plastic, the guide groups packaging by whether it can be sorted and recycled and from which circuit it comes; for paper, bands follow the share of fibre and certification under the Aticelca 501 method3. Simplified routes exist for importers, including a flat 131 euro per tonne of packaging tare from 1 October 2026 and value-based rates of 0.25% for food and 0.11% for non-food goods6.
What moves the fee
| Criterion | Effect on the fee |
|---|---|
| Plastic sortable and recyclable from the commercial and industrial circuit (bands A1.1, A1.2) | EUR 51/t and EUR 92/t from 1 October 2026; A1.2 includes drums and IBCs.13 |
| Domestic plastic with consolidated recycling (B1.1 HDPE, B1.2 PET, including tethered caps) | EUR 260/t and EUR 304/t from 1 October 2026.13 |
| Domestic plastic with weaker or experimental recycling (B2.1 rigid PP, B2.2 polyolefin items, B2.3) | EUR 639/t to EUR 917/t from 1 October 2026.13 |
| Plastic not sortable or recyclable with current technology (band C, including PVC and carbon black from 2026) | EUR 922/t from 1 October 2026, 18 times the A1.1 rate.13 |
| Paper fibre share and Aticelca 501 certification | From EUR 45/t for single-material paper (fibre content of at least 95%) to EUR 285/t for type D composites below 60% paper.13 |
| Aluminium capsules, pods and sachets for beverages | From 1 October 2026 pay EUR 120/t: the EUR 12/t base plus EUR 108/t extra fee.1 |

Worked example
A portfolio of 100 tonnes of plastic, 200 tonnes of paper and board and 50 tonnes of glass a year, each at the first category the scheme lists for that material, with no recycled plastic. Worked with the calculator's own maths.

Local example
An Italian mineral water bottler buys 1 million 500 ml PET bottles with tethered caps from a converter in the fourth quarter of 2026 and ships them in corrugated trays. The converter, as last producer of empty packaging, invoices the CAC to the bottler as first user.
| Line | Weight | Rate used | Amount |
|---|---|---|---|
| PET bottle bodies, 9 g each (band B1.2)Plastic | 9,000 kg | €304 / tonne | €2,736 |
| Tethered caps, 1.5 g each (band B1.2)Plastic | 1,500 kg | €304 / tonne | €456 |
| Single-material corrugated trays (paper band 1)Paper and board | 4,000 kg | €45 / tonne | €180 |
| Total | €3,372 |
SPI calculation: the rates are per tonne, so each line is the rate times the weight in tonnes. The total is EUR 3,372.00 before VAT, or about 0.34 euro cent per filled bottle1. The same purchase invoiced before 1 October 2026 would have carried the B1.2 rate of EUR 228/t, giving EUR 2,394.00 for the bottles and caps, so the October change adds EUR 798.00 to this order2.
The guide places tethered caps in band B1.2 alongside the PET bottle3. If the bottler switched to an opaque bottle or a covering sleeve that moved the bottle into band B2.2, the bottle line alone would rise to EUR 7,704.00 at EUR 856/t, which shows how strongly CONAI's bands reward clear, sortable PET.

Changes from last year
The comparison below uses the values in force from 1 July 2025 in the CONAI 2025 guide against the current 2026 rows41. Plastic rose across every band, most in B1.2 PET (up 33.3% to EUR 304/t) and A1.1 (up 27.5% to EUR 51/t), with band C up 16.7% to EUR 922/t. CONAI gives cost pressure from higher quantities and weak demand for B2 and C fractions as the reason2.
Paper moved the other way: the base fell from EUR 65/t to EUR 45/t on 1 October 2025 because recovered paper sold better than expected in 2024 and early 2025, so single-material paper is down 30.8%5. Glass rose from EUR 35/t to EUR 40/t on 1 January 2026, wood from EUR 9/t to EUR 10/t, and compostable bioplastic from EUR 130/t to EUR 246/t on 1 July 202635. CONAI has already announced EUR 48/t for glass and EUR 12/t for wood from 1 January 2027, both 20% increases6.

What the numbers say
SPI analysis Worked from the published rates above. Not an invoice, not legal or tax advice.
- Plastic rates run from €51 / tonne to €922 / tonne: the highest is 18.1 times the lowest. Which category a pack falls into depends on its design, so design choices move the plastic fee, not only weight.
- At the first listed category of each, a tonne of plastic costs 1.1 times a tonne of paper and board (€51 / tonne against €45 / tonne). Fees are per tonne, so a lighter plastic pack can still cost less than a heavier paper one.
- In the worked example, plastic is 29% of the tonnage but 32% of the cost.
- Italy's lowest plastic band is the floor of the euro range at 51 euro per tonne, but it applies only to commercial and industrial packaging; household PET pays EUR 304/t1.
- CONAI's paper rate fell 30.8% in October 2025 while plastic rose, so the paper and plastic gap in Italy widened during 202625.
- Because the CAC is charged at the first transfer, the cost usually arrives on a converter's invoice rather than in a brand's own filing1.

Questions
What is the CONAI fee for a PET bottle in 2026?
Domestic PET bottles fall in plastic band B1.2, which costs EUR 304 per tonne from 1 October 2026, up from EUR 228 per tonne between 1 January and 30 September 2026. A 9 g bottle therefore carries about 0.27 euro cent of CAC at the October rate.
Who pays the Contributo Ambientale CONAI?
The CAC is applied at the first transfer in Italy, normally by the last producer or trader of empty packaging when it sells to the first user, and shown on the invoice. Importers of packaged goods declare and pay it themselves unless a CONAI-registered foreign supplier has already done so, a rule in place since the fee began on 1 October 1998.
Why did CONAI raise plastic fees on 1 October 2026?
CONAI's board announced the increase on 25 May 2026, citing higher quantities managed, higher collection, sorting and recycling costs, and weak demand for about 34% of recycled material, mainly in bands B2 and C. It said the money is needed to keep the plastic recycling rate at 50% or more.
How often must a CONAI member declare?
New members declare quarterly in their first year. From the second year the frequency is annual, quarterly or monthly according to the fee declared per material the year before, and declarations are due by the 20th day of the month after the period.
Is there a simpler route for importers of packaged goods?
Yes. From 1 October 2026 importers can pay a flat EUR 131 per tonne of packaging tare, rising to EUR 132 from 1 January 2027, or a value-based rate of 0.25% for food and 0.11% for non-food goods. The 2026 guide also lists a turnover-based flat fee, with full exemption up to EUR 200,000 of prior-year turnover.
What changes for glass and wood packaging in 2027?
CONAI announced on 2 July 2026 that glass rises from EUR 40 to EUR 48 per tonne and wood from EUR 10 to EUR 12 per tonne on 1 January 2027. It linked the glass increase to low cullet values and falling wine and drinks consumption.
