Counts are SPI's, by market and month. A market counts once in a month however many deadlines it has in that month.

A producer selling into all 14 fee markets SPI tracks faces 50 dated filing, invoice or payment events in 2027 by SPI’s count, and 19 of them fall in the first quarter. This SPI Ledger calendar sets out, month by month, when each scheme wants tonnages, when it bills, how long producers have to pay and what each scheme says happens when a filing is late.

SPI summary, not legal advice. Dates are as each scheme or authority states them for its own members or producers. Monthly and quarterly items in Austria and Italy depend on the producer's declaration class. Where a source gives a month but no day, the month is shown.

Executive summary

EPR reporting deadlines are the dates on which a producer tells its scheme or regulator how much packaging it placed on the market, and they drive when the money moves. SPI read the declaration guides, general terms and official pages behind the 14 fee markets in its fee-market files and placed every dated producer filing, invoice and payment for 2027 on one calendar (Exhibit 1). This piece does not restate when fees are published or approved, which SPI covers in how EPR fees are calculated, or the regulatory milestones in every packaging deadline from 2026 to 2030.

The first quarter is the pinch point. By SPI’s count, 19 of the 50 market-months with a dated event fall in January to March 2027 (Exhibit 2). Six annual declarations for 2026 placements land within five weeks: Fost Plus and Valorlux by 28 February, Citeo by the end of February, MITECO’s registry and APA’s SIRER by 31 March, and Verpact before 1 April. The UK follows on 1 April with second-half data from large producers and full-year data from small ones (GOV.UK, updated 19 August 2026).

The calendars follow four rhythms (Exhibit 5). ARA and CONAI work on short-cycle self-declarations filed 15 or 20 days after each month or quarter. The Benelux, French, Spanish and Portuguese systems take one annual declaration in February or March and bill advances on it. Repak and PackUK run on half-years. Recycle BC and Circular Action Alliance (CAA) take an annual supply report in May and invoice on fixed dates, with CAA billing 50% of 2027 fees in January and 50% in July in both Oregon and Colorado (CAA 2027 schedules, 1 October 2026).

Late filing is priced in some places and left vague in others (Exhibit 6). Fost Plus risks a fine of 1% of the previous contribution per month of delay; Valorlux charges 1% of the annual contribution, at least EUR 50, from the end of March and again each month; ARA can charge default interest of 8 points over the base rate and a 20% penalty on under-declared amounts above 5%. SPI analysis: on SPI’s calculation, a producer with a EUR 50,000 contribution that files three months late with Valorlux owes EUR 1,500 in late fees before any interest (Exhibit 7).

Leaders should treat the calendar as a data deadline, not a finance one. Every date in Exhibit 1 needs the same weights by material and market, and in eight of the 14 markets SPI found no payment term in the public documents it read (Exhibit 3). The actions at the end of this piece set owners and dates for each.

Key findings

  1. By SPI’s count, the 14 markets generate 50 market-months with a dated filing, invoice or payment event in 2027; 19 of them, or 38%, fall in January to March, and July is the busiest single month with 8 markets (Exhibit 2).
  2. Six annual declarations for 2026 placements fall between 28 February and 1 April 2027: Fost Plus, Valorlux, Citeo, MITECO, APA and Verpact, followed by the UK on 1 April (Exhibit 1).
  3. The gap between the end of a reporting period and its filing deadline runs from 15 days at ARA to 151 days at Recycle BC and in Oregon, by SPI’s calculation from the published dates (Exhibit 4).
  4. CAA invoices 2027 fees in two equal halves, January and July, in both Oregon and Colorado; Recycle BC collects in four quarterly payments on 31 January, 30 April, 31 July and 31 October (CAA 2027 schedules; Recycle BC).
  5. Ten schemes or authorities state a late-filing or late-payment consequence in the documents SPI read; Citeo’s 2026 tariff guide, CAA’s 2027 schedules, Recycle BC’s fee page and CONAI’s declaration page state none (Exhibit 6).
  6. SPI calculation: four 2027 deadlines fall on a weekend, among them Fost Plus and Valorlux on Sunday 28 February and Repak on Sunday 21 February, and none of the texts SPI read says whether a weekend deadline moves (Exhibit 9).

EPR reporting deadlines, market by market

Exhibit 3 lists what each scheme or authority asks of producers: the report period, the due date, how it bills and how long producers have to pay. It is built from the deadlines sections of SPI’s 14 fee-market files (data as of 14 October 2026) and brought up to date against each scheme’s own declaration guide or general terms on 4 November 2026.

SPI summary, not legal advice. 'Not stated' means SPI found no term in the scheme's public guide or terms; members should take it from their contract. Isle of Man: a tax, not an EPR scheme.

Austria. ARA’s general terms tie the reporting period to the expected annual fee: annual reports below EUR 1,500, quarterly from EUR 1,500 to EUR 20,000 and monthly above EUR 20,000 (AGB IX.1). Monthly and quarterly reports are due on the 15th of the month after the period and paid on the 15th of the month after that, so a first-quarter report filed by 15 April is paid by 15 May (AGB VIII.5). Annual reporters file by 15 January and pay by 15 February, and flat-fee invoices also fall due on 15 February (AGB VIII.5, XVII.5). The year-end correction and the supplementary report under the packaging ordinance close on 15 March 2027 (AGB X.3, VIII.7).

Belgium. Fost Plus takes one annual declaration in MyFost by 28 February for the previous year’s household packaging, and members who file late risk a fine of 1% of the contribution in their previous declaration per month of delay (Fost Plus declaration page). The litter levy runs its own billing: a first advance invoice in October 2026 for half of the estimated 2026 contribution, based on the 2025 declaration, a second at the beginning of 2027, and a final settlement once the 2026 declaration is closed (Fost Plus litter levy page). Companies whose levy would be under EUR 500 get no advance invoice.

France. Citeo’s 2026 guide sets the window for declaring 2026 placements from January to the end of February, with the declaration space open from November, and a separate reuse reporting step in March that splits packaging into reusable, reused and single-use (Citeo guide 2026, p. 6). The guide applies a minimum invoice of EUR 110 but does not describe invoice timing or payment terms (p. 10).

Ireland. Repak members report twice a year: January to June by 21 August and July to December by 21 February of the following year. Repak issues two invoices a year, in January and July, each payable within 30 days, and each half-year invoice rests on the same half of the year before (Repak QF 509). Self-complying major producers follow a separate local authority timetable under S.I. 282/2014, which this piece does not cover.

Italy. CONAI declarations are periodic: quarterly in the first year of membership, then annual, quarterly or monthly according to the fee declared in the previous year for each material (CONAI declaration and payment page). Every periodic declaration is due on the 20th day of the month after the period, and the amounts are paid on receipt of CONAI’s invoices. SPI has not yet confirmed the euro thresholds for each declaration class in the 2026 guide.

Luxembourg. Valorlux takes a detailed declaration by 28 February each year for the previous year’s placings, and new members file 30 days after signing (general conditions V.3, art. 5.3). Members pay one quarter of the annual contribution each quarter, within 10 days of the advance invoice, and contributions under EUR 500 are billed once, with the fourth quarter invoice. When the declared contribution differs from the advances, Valorlux issues a complementary invoice or a credit note (art. 5.4).

Netherlands. Verpact works on two documents: an Opgaaf, the estimate that sets advance payments in the current year and must be revised if volumes move significantly, and the Aangifte, the annual declaration due before 1 April of the following year (Beleid 2026, s. 5.3). Extension requests must reach Verpact in writing at least three working days before 1 April. Payment terms sit in Article 4 and Annex 2 of the generally binding agreement rather than in the policy (s. 5.4).

Portugal and Spain. Both run a state register alongside the scheme. In Portugal, producers file annual data in APA’s SIRER register by 31 March, with a correction for the previous year and an estimate for the current one, and filing can be delegated by contract but never to a managing entity (APA UNILEX manual, p. 10). In Spain, MITECO’s producer registry takes 2026 data from 2 January to 31 March 2027, with a simplified form below 15 tonnes, and opens an ordinary change window from 1 October to 31 December each year (MITECO registry page). SPI has not yet confirmed a public annual declaration date for either Sociedade Ponto Verde (SPV) or Ecoembes.

North America. Recycle BC members file one producer report by 31 May and pay fees quarterly on 31 January, 30 April, 31 July and 31 October (Recycle BC fee schedule page). In Oregon, DEQ says supply data for the prior year is due to CAA on or before 31 May each year, so 2026 data is due on 31 May 2027 (Oregon DEQ). CAA’s 2027 schedules for Oregon and Colorado both bill annual fees in two invoices, 50% in January and 50% in July. SPI has not yet confirmed Colorado’s 2027 supply report date; a law firm summary gave 31 May 2026 for the 2026 report (Venable, April 2026).

United Kingdom and Isle of Man. Large UK producers report January to June data by 1 October and July to December data by 1 April; small producers report the whole year by 1 April, so both groups file on 1 April 2027 (GOV.UK, updated 19 August 2026). PackUK bills through the notice of liability, which sets instalment dates and amounts; the year 2 notice and its payment terms are covered in SPI News on PackUK’s November notices. Plastic Packaging Tax runs on HMRC’s quarterly return calendar. The Isle of Man applies the same tax through its own Customs and Excise Division, and SPI has not yet confirmed the Island’s return dates.

How the EPR declaration deadline for 2027 stacks up

Exhibit 2 counts, for each month of 2027, how many of the 14 markets have at least one dated producer filing, invoice or payment. The counting rule is strict: a market counts once in a month however many deadlines it has, a deadline stated only as a season does not count, and a scheme’s own reporting to its regulator does not count.

SPI count. Austria and Italy appear in every month because their monthly declarants file each month. Fost Plus's second litter levy advance, dated only as the beginning of 2027, and UK EPR instalments, whose dates sit on each notice, are not counted.

The pattern has two peaks. The first, from January to March, is the annual declaration season for the calendar-year schemes, layered on Austria and Italy’s fourth-quarter filings and the first North American invoices. The second, in July, is billing rather than data: Repak and CAA send their second invoices, Recycle BC takes its third quarterly payment, HMRC’s quarterly return falls due, and the Dutch statutory annual report closes before 1 August.

SPI analysis

For a multi-market producer, the binding constraint is the six weeks from 21 February to 1 April 2027, when Repak, Fost Plus, Valorlux, Citeo, MITECO, APA, Verpact and the UK all want 2026 data. A company that closes its packaging data for the year by mid-February can file all eight from one data set. One that closes in March will miss the Belgian and Luxembourg declarations, and both schemes’ 1% monthly charges then start to run.

Packaging EPR payment dates: from 15 days to 151 days

Exhibit 4 measures, in calendar days, the gap between the end of a reporting period and the deadline for reporting it. It is the time a producer’s data team has to close, check and file.

Payment follows a different clock. ARA pays a month after each report, on the 15th (AGB VIII.5). Repak gives 30 days from each invoice (QF 509). Valorlux gives 10 days from each quarterly advance invoice and says all invoices are payable in cash (art. 5.3). CONAI asks for payment on receipt of its invoices. Recycle BC fixes four calendar dates. PackUK’s notice of liability sets its own instalment dates, and GOV.UK says payment is usually in instalments (GOV.UK notice of liability guidance, updated 28 October 2026).

In practice: Repak.

Repak’s two-invoice cycle means a 2027 member pays on data that is a year old. The January 2027 invoice for the first half of 2027 rests on the first half of 2026, and the July invoice on the second half of 2026 (Repak QF 509). Members that file statistics or pay invoices late lose the fee rebate, which needs both on time, and Repak may revoke a membership account if the scheme’s requirements are not met. For a new member, the training note says compliance is achieved only once all data is submitted and invoices are paid.

SPI analysis

The long gaps are not slack. Recycle BC and CAA allow until 31 May because their fee schedules for the following year are built on the supply data reported that spring, and CAA’s 2027 Oregon fees rest on 2025 data reported by 31 May 2026. A late North American filing therefore risks distorting the next year’s rates as well as the producer’s own invoice.

Who files: the producer, a delegate or the scheme

The calendar also differs in who may press the button. That matters for groups that run filings from a regional hub or through a compliance service.

In Portugal, the producer must register in SIRER itself within one month of the event that triggers the duty, and the APA manual says that registration cannot be delegated. The annual data filing by 31 March can be delegated if the contract provides for it, but never to a managing entity such as SPV (APA UNILEX manual, p. 10). In Spain, MITECO’s registry takes filings from producers or their authorised representatives, and producers placing under 15 tonnes a year use a simplified form (MITECO registry page).

In the UK, size decides the rhythm: large producers, above GBP 2 million turnover and 50 tonnes, file twice a year, and small producers file once, on 1 April (SI 2024/1332, regulation 24; GOV.UK). In Ireland, Repak members file through the scheme on its half-year cycle, while self-complying major producers report to their local authority on the separate timetable in S.I. 282/2014. In Austria and Italy, the declaration class can change from one year to the next, because ARA sets it from the expected annual fee and CONAI from the fee declared in the previous year for each material (AGB IX.1; CONAI). A producer that grows past EUR 20,000 of expected ARA fees moves from four filings a year to twelve.

SPI analysis

For a group with a shared service centre, the risk is not the number of filings but the ones that cannot be delegated or that change class. Portugal’s registration, the UK small to large producer switch and the ARA and CONAI class changes each need a named person in the market, not only in the hub.

A framework: four EPR reporting rhythms

Every market fits one of four rhythms, defined by how often producers report and how the bill follows the data. Exhibit 5 sets them out. The rhythm decides how many filings a year a producer makes, how far invoices lag the packaging, and where a forecast error shows up.

Exhibit 5Four reporting rhythms: short-cycle self-declaration, annual declaration with advances, half-year returns, and supply report then fixed invoices

SPI framework, not a legal classification. The Isle of Man and UK Plastic Packaging Tax follow a tax return calendar and sit outside the four rhythms.

The short-cycle schemes are the most work but the least surprise. ARA and CONAI bill roughly what a producer placed in the last month or quarter, so a volume change shows up in cash within weeks. The annual schemes are the reverse: a single filing, but advance invoices built on last year’s tonnage or a forecast, which means a fast-growing brand can be under-billed all year and then face a large complementary invoice after February. In the Netherlands, Verpact asks producers to revise the Opgaaf when volumes deviate significantly, which narrows that gap (Beleid 2026, s. 5.3).

The half-year and supply-report rhythms put the invoice furthest from the packaging. Repak bills each half on the same half of the year before; CAA bills 2027 on supply data from earlier years. For a brand that cuts packaging weight in 2026, the saving reaches the invoice in 2027 at Repak and in the North American schemes, but in the same quarter at ARA.

In practice: ARA.

ARA’s general terms fix the 15th as both the reporting and payment day. A quarterly licence partner reports the fourth quarter of 2026 by 15 January 2027 and pays by 15 February; a monthly partner reports December by 15 January and pays by 15 February too (AGB VIII.5). Single-use plastic products and fishing gear have their own annual report by 15 March and payment by 15 April. If ARA’s check finds more than 5% under-declared, a penalty of 20% of the shortfall is added to the back payment (AGB XIII.7).

In practice: Circular Action Alliance.

CAA is the producer responsibility organisation in both Oregon and Colorado, and its two 2027 schedules, both originally published on 1 October 2026, use the same billing sentence: two invoices for the annual amount, 50% in January and 50% in July (CAA 2027 schedules). Neither schedule states a payment term or a late consequence. Oregon DEQ says supply data for the prior year is due to CAA by 31 May each year, and that producers who have not paid 2025 or 2026 fees are likely out of compliance (Oregon DEQ). In Colorado, CDPHE says dues on covered materials began in January 2026 and recur each year (CDPHE programme page). For a producer in both states, that means four CAA invoices in 2027 and one supply report season, with Colorado’s report date still to be confirmed with CAA.

What each scheme says happens when a filing is late

Exhibit 6 sets out the consequences each scheme or authority states in the documents SPI read. It is a reading of published terms, not a view on enforcement, and contracts can say more.

SPI summary of published terms, not legal advice. 'None stated' means the document SPI read is silent; it does not mean there is no consequence.

Two features stand out. The Benelux schemes price lateness automatically, as a share of the contribution, so the cost scales with the producer’s size. ARA and Verpact go further on accuracy than on timing: ARA’s 20% penalty and Verpact’s back assessment and fine both target under-declaration, and Verpact can check a declaration for up to five years after filing (Beleid 2026, s. 6.2).

In practice: Verpact.

Verpact can impose a flat-rate Opgaaf or Aangifte, set as far as possible from earlier checkable data, when a producer does not comply, and a back assessment can follow a missing or partial declaration or payment (Beleid 2026, s. 5.1 and 6.2). A producer can object in writing within four weeks of a decision, and a late objection is not dealt with unless the delay is excusable (s. 6.1). Exporters have five months after year end to claim export reductions, which by SPI’s reading means 31 May 2027 for 2026 (s. 3.2.6).

Scenarios: what a late declaration costs

The scenarios below use only the stated rules, in euros, for producers of three sizes. They are illustrations of the published formulas, not estimates of what any scheme has charged.

SPI calculation in EUR. Assumes the Valorlux annual contribution equals the contribution in the previous Fost Plus declaration, for comparison only. Valorlux's first charge runs from the end of March, one month after 28 February. Excludes interest and any other contractual charges. Not legal advice.

At the low end the Valorlux minimum of EUR 50 and the 1% rate coincide, at a contribution of EUR 5,000. Below that, the EUR 50 minimum is the effective charge. Fost Plus applies the same 1% a month to the contribution in the previous declaration, so the table reads across to Belgium for a producer with a stable contribution.

Exhibit 8SPI calculation: under-declaring a EUR 50,000 ARA fee by 10% adds a EUR 1,000 penalty to the EUR 5,000 back payment

SPI calculation in EUR on an assumed EUR 50,000 annual ARA fee. The 20% penalty applies only where the shortfall exceeds 5%. Excludes default interest under XII.4 and audit costs under XIII.8. Not legal advice.

SPI analysis

The low case shows the design. Below the 5% line, ARA recovers only the shortfall; above it, every euro under-declared costs 1.20 euros. The incentive is to correct before the 15 March year-end statement rather than wait for a check.

Weekend deadlines in 2027

Several 2027 deadlines fall on a Saturday or Sunday. Exhibit 9 lists them. None of the scheme documents SPI read says whether a weekend deadline moves to the next working day, so producers should plan for the earlier date.

SPI calculation. UK Plastic Packaging Tax returns fall on the last working day, so they are not affected. Recycle BC's 31 January, 31 July and 31 October dates also fall on a weekend in 2027; they count here as one deadline type.

Two more date effects matter. Easter Monday falls on 29 March 2027, so by SPI’s count the last day for a written Verpact extension request, three working days before 1 April, falls on Friday 26 March, which is Good Friday, or earlier; producers should confirm the date with Verpact. And HMRC’s rule of the last working day of the month gives Plastic Packaging Tax returns on 29 January, 30 April, 30 July and 29 October 2027 (HMRC return guidance).

The second half of 2027: invoices, true-ups and the next cycle

After the spring declarations, the calendar turns to money and to the next year’s data. July is the second peak in Exhibit 2, but it is a billing month: Repak’s July invoice, CAA’s second 50% invoices in Oregon and Colorado, Recycle BC’s payment on 31 July and the UK Plastic Packaging Tax return on 30 July. The Dutch statutory annual report under Articles 8 and 8a of the 2014 packaging decree (Besluit beheer verpakkingen 2014) also falls before 1 August, though SPI’s Netherlands file notes that it is normally discharged collectively for producers through Verpact.

The true-ups follow the declarations. Valorlux settles the gap between advances and the declared contribution through a complementary invoice or credit note, and Fost Plus settles the 2026 litter levy after the 2026 declaration closes (Valorlux art. 5.4; Fost Plus litter levy page). Neither document gives a date, so producers should expect the adjustment in the months after February rather than on a fixed day.

The autumn then opens the 2028 cycle for 2027 packaging. UK large producers file January to June 2027 data and register by 1 October 2027 (GOV.UK). Spain’s registry change window runs from 1 October to 31 December, which is the moment to fix packaging categories and scheme details before the 2027 data filing (MITECO). Citeo opens its declaration space from November for the following January to February window (Citeo guide 2026, p. 6). Austria and Italy keep their monthly and quarterly rhythm throughout, with third-quarter filings by 15 and 20 October.

SPI analysis

The second half carries 21 of the 50 market-months in Exhibit 2, but outside Austria and Italy’s periodic declarations only three involve half-year or annual data: Repak on 21 August, the UK on 1 October and the Dutch annual report before 1 August. For most producers, July to December is about paying for 2026 and preparing the 2027 data, not filing it.

Industry reaction

“The deadline for the annual declaration is always 28 February for the packaging that you put on the market the previous year.”

Fost Plus, Belgian household packaging scheme, declaration page for members, consulted 4 November 2026

“Periodic declarations must be submitted by the 20th day of the month following the reference period.”

CONAI, Italian packaging consortium, EPR Fee declaration and payment, consulted 4 November 2026

“In 2027, producers will receive two invoices for their annual fees: 50% in January and 50% in July.”

Circular Action Alliance, producer responsibility organisation, 2027 Oregon Producer Fee Schedule, originally published 1 October 2026

“1 April 2027 is the next deadline for large producers and small producers to report packaging data.”

GOV.UK, guidance for producers, packaging data reporting periods and submission deadlines, updated 19 August 2026

CAA’s Colorado schedule uses the same wording for annual dues. The Oregon invoices are the subject of a pending stay request by the National Association of Wholesaler-Distributors, covered in SPI News on NAW’s Oregon appeal.

What leaders should do now

  1. Packaging data owners, by 15 February 2027: close 2026 weights by material, pack and market, so one data set feeds Repak, Fost Plus, Valorlux, Citeo, MITECO, APA, Verpact and the UK between 21 February and 1 April.
  2. Compliance teams, by 31 December 2026: load every date in Exhibit 1 into one compliance calendar with a named owner, and move the weekend dates in Exhibit 9 to the previous Friday.
  3. Finance teams, by January 2027: budget for the January invoices from Repak and CAA, the Recycle BC payment on 31 January and, in the UK, the instalment dates on the year 2 notice of liability.
  4. Austrian and Italian country managers, by 15 January 2027: check which declaration class applies for 2027 under ARA’s fee bands and CONAI’s prior-year rule, and file the year-end correction with ARA by 15 March if 2026 reports were short.
  5. Dutch and Portuguese teams, during 2027: revise the Verpact Opgaaf and the SIRER estimate when volumes move, rather than waiting for the annual true-up.
  6. North American teams, by 31 May 2027: file 2026 supply data with Recycle BC and CAA, and confirm Colorado’s report date with CAA.
  7. Contract owners, by 31 March 2027: obtain written payment terms from Fost Plus, Citeo, SPV, Ecoembes and Verpact where the public documents are silent.

Questions for your board

  • Can we produce one set of 2026 packaging weights, by market and material, by mid-February 2027?
  • Which of our 14 market filings sit with a third party, and who checks them before they are filed?
  • How much cash leaves in January and July 2027 from CAA, Repak and Recycle BC invoices?
  • In which schemes are we billed on an estimate, and how large could the true-up be?
  • What would a three-month delay in Belgium and Luxembourg cost us at our contribution size?
  • Where do we have no written payment term, and who is getting one?

Methodology

  • Data used: the deadlines sections of SPI’s 14 fee-market files (Austria, Belgium, British Columbia, Colorado, France, Ireland, Isle of Man, Italy, Luxembourg, Netherlands, Oregon, Portugal, Spain, United Kingdom), data as of 14 October 2026, brought up to date against each scheme’s declaration guide, general terms or official page, consulted 4 November 2026.
  • Counting rule: Exhibit 2 counts market-months. A market counts once in a month if any class of its producers has a dated filing, invoice or payment then. Austria and Italy count every month because their monthly declarants file every month. Deadlines given only as a season, UK EPR instalments set on each notice, and schemes’ own reports to regulators are excluded.
  • Calculations: day gaps in Exhibit 4 are calendar days from the end of the period to the deadline. Scenarios in Exhibits 7 and 8 are in EUR only, apply the published formulas to assumed contribution sizes, and exclude interest. Weekdays in Exhibit 9 are SPI’s calendar check.
  • Scope: this piece covers producer filing and payment dates. Fee publication and approval dates are in SPI’s fee governance piece, regulatory milestones in SPI’s 2026 to 2030 deadline calendar and small producer thresholds in SPI’s small producer piece.
  • Not yet confirmed: CONAI’s euro thresholds for each declaration class; Colorado’s 2027 supply report date; the Isle of Man’s return dates; public declaration dates for SPV and Ecoembes; payment terms at Fost Plus, Citeo, Verpact, SPV, Ecoembes and CAA; whether weekend deadlines move; the UK year 2 instalment dates. The Citeo dates in Exhibit 1 rest on the 2026 guide’s timeline, which does not print the year beside each month. Nothing here is legal advice; check with counsel or the scheme.

FAQ

What are the EPR reporting deadlines for 2027?

For 2026 packaging, Fost Plus and Valorlux want declarations by 28 February 2027, Citeo by the end of February, Spain’s registry and Portugal’s SIRER by 31 March, Verpact before 1 April and the UK by 1 April. Recycle BC and Oregon’s CAA take reports by 31 May. Austria and Italy file monthly or quarterly.

When is the EPR declaration deadline in Belgium and Luxembourg?

Both Fost Plus and Valorlux set 28 February each year for the previous year’s packaging, so 2026 declarations are due on 28 February 2027, a Sunday. Fost Plus risks a fine of 1% of the previous contribution per month late. Valorlux charges 1%, at least EUR 50, from the end of March.

When do packaging EPR payments fall due?

It depends on the scheme. ARA is paid on the 15th of the month after each report, Repak within 30 days of its January and July invoices, Valorlux within 10 days of each quarterly advance, Recycle BC on four fixed dates, and CAA in two 2027 invoices. UK instalment dates are set on each notice of liability.

How often do producers report to CONAI and ARA?

CONAI declarations are quarterly in the first year, then annual, quarterly or monthly by the previous year’s fee, due on the 20th day after each period. ARA reports annually below EUR 1,500 of expected fee, quarterly up to EUR 20,000 and monthly above, due on the 15th of the following month.

What happens if an EPR report is filed late?

Consequences vary by scheme. Fost Plus and Valorlux charge 1% of the contribution a month. ARA can charge interest and a 20% penalty on large shortfalls. Verpact can set a flat-rate declaration and a fine. In Spain, missing the registry deadline is an administrative offence. Check each scheme’s terms, as this is not legal advice.

When are UK packaging EPR data deadlines in 2027?

Large producers report July to December 2026 data and small producers report full-year 2026 data by 1 April 2027. Large producers then report January to June 2027 data, and register, by 1 October 2027. GOV.UK says producers who miss a deadline should contact their environmental regulator.
