Extended producer responsibility (EPR) fees are now a real line in packaging budgets in several markets. The fee tables are public in some places, but each scheme publishes in its own unit, language and structure. This note puts four 2026 fee tables on one footing: the published rate per metric tonne of packaging, by material, in each scheme’s own currency.
All figures below come from the rows in the SPI fee calculator, each copied from the scheme’s or government’s own published table. We have not converted currencies, because exchange rates would add noise to a comparison that is already approximate.
The four tables we used
- France, Citeo, 2026 household packaging. Weight-based contribution per material, published in euro cents per kg. Source: Citeo, Guide du tarif des emballages ménagers 2026 (updated 22 June 2026). We converted to EUR per tonne by multiplying by 10.
- Oregon, Circular Action Alliance (CAA), 2026 producer fees. Published in US cents per pound. Source: CAA 2026 Oregon Producer Fee Schedule (published 29 October 2025).
- Colorado, CAA, 2026 producer dues. Published in US cents per pound, as final dues that include CAA’s automatic (passive) eco-modulation. Source: CAA 2026 Colorado Producer Dues Schedule (published 13 October 2025).
- United Kingdom, PackUK, Year 2 (2026-27). These are illustrative household waste disposal fees published by the UK government. Confirmed Year 2 fees are expected later in 2026. Source: GOV.UK, Year 2 illustrative waste disposal fees (updated 19 December 2025).
For the two US states, 1 US cent per pound equals about USD 22.05 per metric tonne. For example, Oregon’s 25.0 ¢/lb for clear PET bottles becomes USD 551.16 per tonne.

Material lines do not map one to one across schemes. Where a scheme splits a material more finely than another, we used the closest line and named it in the calculator. The UK table sets one plastic rate per recyclability rating (RAM green, amber or red), not per polymer or format.
What stands out
Plastics carry the widest spread within each scheme. In France, clear PET bottles are at EUR 700 per tonne while packaging containing PVC is at EUR 2,100.1. In Oregon, natural HDPE bottles are at USD 198.42 per tonne while plastic laminates are at USD 2,248.72. The material and format choice inside “plastic” can move the fee by a factor of three or more.
Recyclability status is built into the rate in the US states and the UK. Oregon’s rate depends on whether a material is on the statewide collection list, the producer responsibility organisation’s list, or not accepted. Colorado’s final dues already include CAA’s passive eco-modulation. The UK’s illustrative fees rise from green to red ratings.
Glass is cheap in France and comparatively expensive in Oregon. Citeo’s glass rate is EUR 20.1 per tonne; Oregon’s is USD 220.46. Glass is heavy, so a per-tonne comparison matters most for brands with large glass volumes.
Aluminium is low in Colorado. At USD 44.09 per tonne, Colorado’s aluminium container dues are the lowest aluminium rate of the four tables.
What this comparison leaves out
- Per-unit charges. Citeo’s contribution has per-unit parts that are not in the per-weight rate.
- Eco-modulation bonuses and penalties in France, and the active eco-modulation incentives in the US states.
- Small-producer flat fees available in Oregon and Colorado.
- The UK’s final fees. The UK figures are illustrative until PackUK publishes confirmed Year 2 fees.
- Other markets. The calculator also holds other schemes, such as Spain’s Ecoembes 2026 rates, that are not compared here. Germany’s dual systems set prices in private contracts. Ontario’s Blue Box fees are shared only with registered producers.
Because of these gaps, the table shows how the published weight-based rates differ. It is not a full cost of compliance in any market.
Run your own numbers
The SPI EPR fee calculator applies these rates to your own tonnages by material, shows the source line behind each rate, and lists what it does not include. We do not keep the figures you enter.
If you need a market-by-market estimate that includes per-unit charges and eco-modulation for your actual pack formats, the SPI team can scope it with you. Pricing is on request.
