Market overview

Flexible packaging covers any package whose shape changes once it is filled or opened: pouches, bags, sachets, stick packs, wraps, lidding films, labels and sleeves made from plastic films, paper, aluminium foil or combinations of them. It is the largest and fastest-moving part of consumer packaging because it uses the least material per unit of product, ships flat, and can be printed at high quality on long or short runs. A stand-up pouch typically uses a fraction of the material of the rigid jar or can it replaces, which lowers freight cost and the producer responsibility fees that brand owners now pay per tonne placed on the market.

The market was valued at USD 268.4 billion in 2025 and is forecast to reach USD 412.8 billion by 2035, a compound annual growth rate of 4.4% over 2026 to 2035. Growth is steady rather than spectacular, but its composition is changing fast. Value is moving from multi-material laminates that cannot be recycled towards mono-material polyethylene and polypropylene structures, high-barrier coated papers and films with recycled content. Converters that can deliver the same shelf life and machine speed with a recyclable structure are winning share and pricing power; those that cannot are being designed out of brand-owner specifications.

Food remains the anchor of demand, taking just over half of value in 2025, led by snacks, confectionery, dairy, frozen food, fresh produce and meat. Pharmaceutical and healthcare flexibles (blister lidding, sachets, sterile barrier pouches) are a smaller share but grow faster and earn higher margins because of validation requirements. Personal and home care refill pouches, e-commerce mailers and industrial films make up the rest.

What is driving demand

Three forces explain most of the growth to 2035. The first is format substitution: brand owners continue to move products from rigid containers into pouches and flow wraps to cut material weight, freight and shelf space. The second is consumption growth in Asia Pacific, where rising incomes, modern retail and quick-commerce delivery push demand for small, affordable unit packs such as sachets and single-serve pouches. Asia Pacific already accounts for 42% of global value, with India, Indonesia and Vietnam the fastest-growing large markets. The third is regulation, which no longer only restricts packaging but now rewards specific designs, creating a replacement cycle for non-recyclable structures.

Demand is also shaped by the cost of raw materials. Polyethylene and polypropylene resin make up the largest share of a converter’s cost per tonne, followed by paper and board, aluminium foil, inks, adhesives and energy. When resin prices rise faster than contracts allow converters to pass through, margins compress; when they fall, converters with index-linked contracts hold margin while others give price back. The report tracks these cost components by region and shows how the price per tonne of each substrate has moved since 2020.

How regulation is reshaping material choice

The European Union’s Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, is the single most important rule for this market. It entered into force in February 2025 and applies from August 2026. It requires all packaging placed on the EU market to be recyclable by 2030 under recyclability performance grades, sets minimum recycled-content levels for plastic packaging from 2030, and restricts certain single-use formats. For flexible packaging this means multi-layer laminates of PET, aluminium and PE, which cannot be separated in today’s sorting and recycling plants, have a limited future in Europe unless they are redesigned.

Extended producer responsibility is spreading the cost of packaging waste onto producers. The United Kingdom invoiced the first packaging EPR fees in 2025, with fees set per tonne by material and, in later years, modulated by recyclability. In the United States, Maine, Oregon, Colorado, California, Minnesota, Maryland and Washington have adopted packaging EPR laws, with Oregon’s programme operating since July 2025. Plastic packaging taxes in the United Kingdom (since April 2022, for packaging with less than 30% recycled plastic) and Spain (since January 2023, EUR 0.45 per kilogram of non-recycled plastic) add a direct cost to virgin plastic. Together these rules make recyclability and recycled content a line in the brand owner’s cost model, not only a sustainability target.

Price and cost structure

Average selling prices differ widely by structure. Simple monolayer PE films sell at a small premium to resin, while printed high-barrier laminates, retort pouches and pharmaceutical lidding sell at several times the resin price because of the barrier materials, printing, conversion steps and quality assurance involved. Recyclable mono-material high-barrier structures still carry a premium over the laminates they replace, typically because they need EVOH or coated barrier layers and machine-direction-oriented PE films. The report models this premium by region and shows when it is expected to close as capacity for MDO-PE and barrier coatings expands.

Outlook to 2035

We expect plastic to remain the largest material through 2035, but its mix will shift towards recyclable mono-material PE and PP and towards films with post-consumer recycled content where food-contact rules allow it. Paper-based flexible packaging will gain share in dry food, confectionery and e-commerce, helped by barrier coatings that remove the need for aluminium or plastic layers. Pouches will stay the fastest-growing product type. Asia Pacific will add the most absolute value, while Europe’s growth will come from replacement of non-recyclable structures rather than more packaging. The companies best placed are those with recyclable portfolios already qualified on brand-owner filling lines, regional converting capacity close to customers, and the data to show compliance with each country’s rules.

Market Dynamics

What is moving demand for flexible packaging market up or down over 2026-2035, with the expected impact on growth.

Drivers

Substitution of rigid packaging

High impact

Pouches and flow wraps use far less material per unit than jars, cans and cartons, cutting freight, shelf space and per-tonne EPR fees.

Growth of small unit packs in Asia

High impact

Sachets and single-serve pouches make products affordable for first-time buyers and suit quick-commerce delivery.

Regulation that rewards recyclable design

Medium impact

PPWR recyclability grades and fee modulation create a replacement cycle for non-recyclable laminates.

Restraints

Resin price volatility

Medium impact

Polyethylene and polypropylene make up the largest share of converter cost, and price spikes squeeze margins where contracts lag.

Limited recycling infrastructure for films

Medium impact

Collection and sorting of flexible films is still low in most countries, which limits recycled-content supply.

Opportunities

Recyclable high-barrier mono-material films

High impact

MDO-PE and coated PP structures replace PET/alu/PE laminates in snacks, coffee and pet food.

Paper-based flexible packaging

Medium impact

Barrier-coated papers win in dry food, confectionery and e-commerce mailers.

Challenges

Matching shelf life and machine speed

High impact

Recyclable structures must run on existing filling lines and protect product as well as the laminates they replace.

Food-contact approval for recycled content

Medium impact

Mechanically recycled films need approved processes before they can touch food.

Research Methodology

How Strategic Packaging Insights builds and checks the numbers in this report.

  1. 1

    Scope and definition

We fix the formats, substrates and end uses in scope, the unit of measure (USD and tonnes) and the base year (2025), so every number in the report counts the same thing.

  2. 2

    Secondary research

Regulator texts (EU PPWR, national EPR schemes, plastic packaging taxes), customs and trade statistics for packaging HS codes, company annual reports and investor filings, trade association data and patent records.

  3. 3

    Primary interviews

Structured interviews with converters, resin and paper suppliers, brand-owner packaging and procurement teams, machinery suppliers and recyclers, used to test volumes, prices and adoption timing.
