Portugal's deposit moves a drinks brand's bottles and cans out of the Ponto Verde fee, and makes PET cheaper and cans about eleven times dearer

Since Volta started on 10 April 2026, plastic and metal drinks containers under 3 litres carry a EUR 0.10 deposit and an SDR Portugal fee of EUR 0.01012 per plastic bottle or EUR 0.00567 per aluminium can on the green list, and they leave the Sociedade Ponto Verde declaration, while glass, cartons and every sleeve, film and case stay on 2026 Valor Ponto Verde rates such as EUR 0.0868 per kg for glass and EUR 0.5432 for plastic film.

EUR, excluding VAT. The deposit is not subject to VAT. SDR fees are green-list values per unit placed on the market. The portfolio is an SPI assumption (Exhibit 10).

Strategic Packaging Insights (SPI) priced one hypothetical Portuguese drinks portfolio through both tables in euros. The move to the deposit cuts the fee on each 24 g PET bottle by 22.4% and raises the fee on each 13 g can about elevenfold, so the brand’s combined bill rises 1.1%, from EUR 156,937.60 to EUR 158,677.40, before any deposit is counted.

EUR only, excluding VAT. SPV rows apply the 2026 urban-flow base value to SPI-assumed container weights including cap and label: PET bottle 24 g at EUR 0.5432 per kg, aluminium can 13 g at EUR 0.0399 per kg. SDR rows are the published per-unit values. SDR fees also pay for the return network, so this compares cost to the producer, not scheme efficiency.

Executive summary

Portugal now runs two producer systems for a drinks brand’s packaging. The integrated system for urban packaging, SIGRE, charges by weight through three licensed managing entities, Sociedade Ponto Verde (SPV), Novo Verde and Electrão, under Decree-Law 152-D/2017, the UNILEX regime for specific waste flows. The deposit and refund system, the SDR, known to consumers as Volta, charges by unit through SDR Portugal, Associação de Embaladores, licensed since 1 June 2024 (APA FAQ v2.6).

The line between them is the container. Non-reusable primary drinks packaging of plastic, ferrous metal or aluminium under 3 litres goes to Volta, with a deposit of EUR 0.10 that is not subject to VAT. Glass, cartons and all grouping and transit packaging stay in SIGRE. SPV’s own guidance says single-use plastic drinks bottles under three litres stop being declared to SPV once the SDR is operating, and APA’s 2026 circular sets out how the 2026 and 2027 declarations change.

The two tables price very differently. SPV’s 2026 urban base values run from EUR 0.0399 per kg for aluminium to EUR 0.5799 for other materials, with every plastic line at EUR 0.5432 and a bonificado value 10% lower for packaging that meets every criterion. SDR Portugal charges EUR 0.01012 per plastic bottle and EUR 0.00567 per aluminium can on its green list, rising to EUR 0.01316 and EUR 0.00738 on the red list. At typical weights the move favours PET and penalises cans (Exhibit 1).

The tables are also moving. SPV’s urban values rose 21.5% for plastic, 19.3% for paper and 47.1% for steel from 2025 to 2026, and Novo Verde set three rate periods in 2026. The Volta licence target for 2026 was cut from 70% to 40% collection on 27 March 2026, and rises to 80% in 2027 and 90% from 2029.

For leaders the moves are practical: flag every SKU as Volta or SIGRE, correct the 2026 SIGRE declaration for units that moved, budget the SDR fee per unit and the SPV fee per kilo as separate lines, and push metal and plastic containers onto SDR Portugal’s green list.

Key findings

  1. Volta started on 10 April 2026 with a deposit of EUR 0.10 per container, not subject to VAT, for plastic, ferrous metal and aluminium drinks packaging under 3 litres; the transition for selling unmarked stock ran until 9 August 2026 (APA FAQ v2.6, answers B2 and B17).
  2. SDR Portugal’s 2026 fee per unit placed on the market is EUR 0.01012 for plastic bottles, EUR 0.00567 for aluminium and EUR 0.01027 for steel on the green list, with yellow and red lists up to 30.0% dearer (SDR Portugal VPF SDR 2026).
  3. SPV’s 2026 urban-flow base values are EUR 0.0868 per kg for glass, EUR 0.3104 for paper and board, EUR 0.5140 for liquid food cartons, EUR 0.5432 for every plastic line, EUR 0.5219 for steel and EUR 0.0399 for aluminium; the non-urban flow costs 40 times less for paper and 107 times less for plastic (SPV Tabela VPV 2026).
  4. APA’s Circular 01/2026/DFEMR keeps 2026 placings in the SIGRE declaration, requires the units actually moved to the SDR in 2026 to be corrected in the 2026 correction, and moves drinks packaging in the SDR to SDR declarations from 2027.
  5. SPI calculation: for a portfolio of 10 million PET bottles, 6 million cans and 176 tonnes of other packaging, the fee bill moves from EUR 156,937.60 all on SPV to EUR 135,220.00 for SDR Portugal plus EUR 23,457.40 for SPV, a rise of 1.1%.
  6. SIGRE’s three entities declared 910,801 tonnes placed on the market in 2024, of which SPV declared 735,745 tonnes, Electrão 90,327 and Novo Verde 84,729 (APA management report 2024, v1.1).
  7. SDR Portugal reported 10,006,067 containers returned in Volta’s first two months and more than 2,500 Volta points across mainland Portugal, the Azores and Madeira (SDR Portugal, 10 June 2026).

Where SIGRE stops and Volta starts

The legal base is one decree-law with two systems in it. Decree-Law 152-D/2017 of 11 December, as republished by Decree-Law 102-D/2020 and in force in that form since 1 July 2021, makes the embalador, the business that packs or has packed its own products or brings packaged goods into Portugal, responsible for its packaging waste. It must either transfer that responsibility to a licensed managing entity by written contract and pay a financial contribution (article 10) or run an authorised individual system backed by a guarantee lodged with APA (article 9) (APA UNILEX manual).

The deposit came in by stages. APA’s May 2026 briefing lists Law 69/2018 of 26 December, which created the incentive scheme for returning drinks packaging as the first amendment to the UNILEX, then Decree-Law 24/2024 of 26 March, which amended the waste regimes, and Decree-Law 34/2024 of 17 May, which changed the licensing regime for the deposit system for non-reusable drinks packaging. SPI has not yet confirmed the article text of the two 2024 decree-laws in the Diário da República, and takes the article numbers of the SDR block, 30.º-B onward, from APA and SDR Portugal documents.

Scope is set by container, not by brand. APA’s FAQ covers non-reusable primary drinks packaging of plastic, ferrous metal and aluminium under 3 litres, for waters, juices and nectars, concentrates, soft drinks, energy and isotonic drinks, beer, cider, sangria and alcoholic mixes. From 12 August 2026, Article 50 of Regulation (EU) 2025/40 brings fresh juice in service packaging and plant-based drinks into scope, takes wine-sector products, spirits under CN 2208 and dairy products out, and limits technical exclusion to containers below 0.1 litres (APA FAQ v2.6). The government’s launch release of 13 April 2026 describes the first phase as plastic and metal packaging up to three litres, while APA, the licence and SDR Portugal say under 3 litres.

SPI analysis

The same brand can now pay SDR Portugal for a 500 ml PET water and SPV for a 330 ml glass bottle of the same water, and from 12 August 2026 wine-sector products and spirits fell outside the deposit whatever their container. Packaging and finance teams need a flag at SKU and pack element level, because one product line can sit in both systems.

Sociedade Ponto Verde's 2026 table, line by line

SPV prices by declared weight, material and flow. Each material has a base value, payable when the pack does not meet every eco-modulation criterion set for that material, and for most materials a bonificado value 10% lower, payable when it does. VAT is added at the legal rate (SPV Tabela VPV 2026). The table first appeared in December 2025 and was reissued in June 2026 with the same values.

EUR per kg, excluding VAT. A blank bonificado cell means SPV lists none for 2026. EPS shares the plastic base but has no bonificado value. The non-urban steel bonificado cell prints as 7,0 in both editions and is left out.

Two features shape a drinks brand’s bill. The plastic line is flat: PET, HDPE, PP and film all pay EUR 0.5432 per kg, so resin choice moves the fee only through the 10% bonificado. And the flow matters more than the material: urban plastic costs 106.5 times the non-urban rate, and urban paper 40.3 times. SPV’s guidance ties the fee to the declared weight, the material and whether the waste is urban or non-urban, on a polluter-pays basis (SPV FAQ). SIGRE takes urban-type packaging where the holder produces less than 1,100 litres of waste a day, and larger holders use licensed operators (APA management report 2024).

Billing follows the declarations. For a detailed declaration, SPV’s annual contribution has two parts: an adjustment of the amount invoiced for the previous year, and an estimate for the current year that multiplies the previous year’s declared weights by the current year’s values (SPV, Adira ao Sistema Ponto Verde). The December 2025 edition also sets, in its non-urban section, a minimum annual contribution of EUR 120 for 2026 under the simplified declaration regime, where the calculated amount is lower.

SPV’s activity report for 2025 gives the cost side. Its members paid EUR 98 million more to the municipal, intermunicipal and concession systems in 2025, resale prices for recovered materials fell by about 26%, and SPV estimates its urban recovery rate at 59%, still below the legal target (SPV Relatório de Atividades 2025). The same report links the 2025 revision of the glass and aluminium values to a derogation from those materials’ targets, and says its Pack4Sustain tool is used to check the 2026 eco-modulation criteria.

Three entities, one urban system

SPV is the largest of three SIGRE entities but not the only route. APA’s 2024 management report, version 1.1 of July 2026, records SPV at 80.8% of the 910,801 tonnes declared in SIGRE (Exhibit 5). SPV’s licence, granted on 28 June 2024 and amended on 21 January 2026, runs to 31 December 2034 and adds tea, coffee and other drink pods and capsules to its scope from 12 August 2026; its 2025 to 2029 targets are 65% overall recycling and 50% for plastic (APA, primeira alteração à licença SPV).

Tonnes placed on the market in 2024. Rates in EUR per kg, urban flow, excluding VAT. Novo Verde values are its published 2026 average base, across rates in force from 1 January, 22 February and 1 August 2026. Electrão's urban lines are not shown: SPI has not yet confirmed them from its 2026 table.

Novo Verde’s table shows how fast rates can move inside one year. Its urban plastic base was EUR 0.46734 per kg from 1 January, EUR 0.51408 from 22 February and EUR 0.59261 from 1 August 2026, and its aluminium base fell from EUR 0.08242 to EUR 0.06052 on 1 August (Novo Verde, update of 1 July 2026). Electrão’s standard scheme table, dated 23 January 2026, changes rates from 8 February 2026, and its small-member regime charges a flat EUR 125 a year plus VAT for members placing under 1,000 kg.

SPI analysis

The SIGRE entities compete on rates within one regulated model, so a drinks brand whose remaining SIGRE packaging is mostly glass and board should compare tables each year. On the example portfolio below, Novo Verde’s 2026 averages would price the remaining lines at EUR 22,056.30 against EUR 23,457.40 at SPV, 6.0% less, but the gap depends on the brand’s mix, and the rate in force on the day of placing is what Novo Verde applies.

In practice: Sociedade Ponto Verde.

SPV ended 2025 with 7,808 member companies after 1,447 new contracts, and its members declared 710,848 tonnes of urban-flow packaging, 3.4% less than the 736,066 tonnes of 2024, plus 232,662 tonnes of non-urban packaging (SPV Relatório de Atividades 2025). SPV’s FAQ says it has also managed single-use plastic cups since 1 January 2025. SPI analysis: the 2026 fall in declared drinks bottles and cans, as they move to Volta, will show first in SPV’s 2026 correction declarations and 2026 report.

SDR Portugal's fees and the deposit

The SDR charges two things, and only one of them is a cost. The deposit of EUR 0.10 per container is charged by the packer, shown separately on each invoice down the chain, refunded in full to the consumer for an intact container with a readable barcode, and is not subject to VAT (APA FAQ v2.6, answers B17 and C1). SDR Portugal invoices packers monthly for the deposits on units they report (SDR Portugal Manual do Embalador). The financial contribution, the prestação financeira, is the cost: SDR Portugal publishes its 2026 values per unit placed on the market, in three recyclability lists (Exhibit 6).

EUR per unit placed on the market, excluding VAT. The green list is accepted, the yellow list accepted with a penalty and the red list accepted with a higher penalty, under SDR Portugal's technical specifications for plastic bottles and metal containers, approved by APA and DGE. One fee per unit whatever the size or weight. Change is within SDR Portugal's own table.

The licence sets how those values are made. The consolidated licence of 20 November 2024 requires a calculation model for the whole licence period, approved by the economy directorate with APA informed, effective from 1 January 2026; any update with a cumulative change above 10% must show economic balance (APA, licença consolidada SDR). The first amendment of 27 March 2026, signed by APA and the Director-General for the Economy, requires approved values to be published within three days and given to members at least 30 days before they apply, with bonuses shown separately.

Payment runs on its own calendar. SDR Portugal invoices the financial contribution in four equal quarterly instalments, estimated in year one from the initial declaration and from year two from the previous year’s annual declaration, with a reconciliation for the prior year (SDR Portugal Manual do Embalador). Packers file an annual declaration by 15 March, register each packaging reference at least 30 days before sale, pay a registration value per new reference, and owe compensation plus a penalty if returns exceed the units declared. SPI has not yet confirmed the 2026 registration value per reference.

The deposit amount itself has a gap in the paper trail. SDR Portugal’s 2025 manual said the order fixing the deposit was awaiting publication, and SPI has not yet confirmed the despacho that sets EUR 0.10 in the Diário da República. The amount is stated by APA, the government and SDR Portugal.

How containers leave the fee base

The exit has three steps, and they run on different clocks. First, the register: APA’s FAQ tells packers to update their entry on the SILiAMB portal, disassociating the packaging from SIGRE and enrolling it under SDR Portugal, with an adhesion date no earlier than 10 April 2026 that matches the contract change made with the SIGRE entity (APA FAQ v2.6, answer C3). Second, the entity: SPV’s FAQ says single-use plastic drinks bottles under three litres stop being declared to SPV and are declared to the SDR entity once the SDR is operating. Third, the annual data in APA’s register (Exhibit 8).

SPI analysis of official and scheme texts, not legal advice. Confirm the declaration route for each SKU with the SIGRE entity, SDR Portugal and APA.

The timing creates a 2026 overlap. Because SPV’s current-year estimate rests on the previous year’s declared weights, a brand’s 2026 SPV invoice was built on 2025 weights that still included its PET bottles and cans, while SDR Portugal’s fees began with the system. SPI calculation: if the example brand’s units are spread evenly through the year, the 99 days to 9 April keep EUR 36,204.22 of SPV fees on its deposit containers and the 266 days from 10 April carry EUR 98,543.89 of SDR fees. The 2026 correction is where any SPV overpayment should come back; SPI has not yet confirmed how each SIGRE entity credits it.

Pre-deposit stock had its own end. After the transition, packers and importers may not donate, offer or otherwise make non-SDR drinks packaging available on the national market, and may only use it internally or export it; stock whose packaging responsibility was transferred to SIGRE may still be sold to final consumers (APA Circular 01/2026/DFEMR, updated 24 July 2026).

SPI analysis

The SIGRE exit is clean only if three records agree: the SILiAMB entry, the SIGRE contract and the 2026 correction. A brand that changes one and not the others risks paying both systems on the same unit, or neither, until the next reconciliation.

Four kinds of drinks pack in Portugal

SPI groups a drinks brand’s packaging into four archetypes by which system charges it and what moves the charge (Exhibit 9). The device is drawn from APA’s scope rules and the two 2026 tables, and it tells a packaging team where each design or sourcing decision lands.

Exhibit 9Four drinks pack archetypes: units and recyclability lists drive Volta costs, weight and flow drive SIGRE costs

EUR, excluding VAT. SPI analysis, not legal advice.

Archetype A rewards fewer, larger units and green-list design. A 1.5 litre PET bottle pays the same EUR 0.01012 as a 500 ml one, and lightweighting a bottle saves nothing in SDR fees. Moving a can from the red to the green list saves EUR 0.00171 per unit.

Archetype B rewards weight and criteria. A 190 g glass bottle costs EUR 0.0165 at the SPV base and EUR 0.0148 at the bonificado value, and in the worked example below glass is the largest SIGRE line by weight.

Archetype C is the easiest to miss. Article 50(4) took wine-sector products, spirits under CN 2208 and dairy products out of the SDR on 12 August 2026, and drinks with more than 25% dairy ingredients were outside the licence from the start (APA FAQ v2.6; APA, licença consolidada SDR). A sangria or spirit-based mix in a can therefore needs its route checked with SDR Portugal and its SIGRE entity.

Archetype D is a classification question. SPV’s guidance charges by the flow in which the waste arises, and the gap between urban and non-urban plastic is EUR 0.5432 against EUR 0.0051 per kg, so the brand should agree with its SIGRE entity which grouping and transit items reach households.

Worked example: one drinks brand, two systems

SPI priced a hypothetical Portuguese soft drinks packer that places 10 million 500 ml PET bottles, 6 million 330 ml aluminium cans and 176 tonnes of other packaging a year (Exhibit 10). Unit counts and weights are SPI assumptions for illustration, not industry averages; container weights include cap and label. Rates are SPV’s 2026 urban and non-urban base values and SDR Portugal’s 2026 green list. Everything is in euros, excluding VAT.

Exhibit 10SPI calculation: moving the bottles and cans to Volta cuts the SPV bill from EUR 156,938 to EUR 23,457 and adds EUR 135,220 of SDR fees

EUR, excluding VAT, full year. Before: every line declared to SPV. After: PET bottles and cans in the SDR at green-list fees. SPI assumes caps and labels on Volta containers leave SIGRE with them; SPI has not yet confirmed SPV's treatment of those components. Transit cases and pallet film are assumed to be in the non-urban flow. Deposits are excluded.

SPI calculation: before the move, the SPV bill is 240,000 x 0.5432 + 78,000 x 0.0399 + 95,000 x 0.0868 + 1,000 x 0.5219 + 20,000 x 0.3104 + 15,000 x 0.5432 + 40,000 x 0.0077 + 5,000 x 0.0051 = EUR 156,937.60. After it, SDR fees are 10,000,000 x 0.01012 + 6,000,000 x 0.00567 = EUR 135,220.00 and the SPV bill on the remaining lines is EUR 23,457.40, a combined EUR 158,677.40. The PET line saves EUR 29,168.00 and the can line costs EUR 30,907.80 more, a net rise of EUR 1,739.80, or 1.1%.

The deposit sits on top as cash rather than cost. The brand charges its customers 16,000,000 x 0.10 = EUR 1,600,000 in deposits a year and pays the same amount to SDR Portugal on its monthly invoice, so the cost is the timing gap between the two. SPI has not yet confirmed how SDR Portugal accounts for deposits that are never redeemed, which the deposit return piece compares across European schemes.

SPI analysis

The per-tonne view explains the result. At SPI’s weights SDR Portugal’s green-list fee equals EUR 421.67 per tonne of PET, 22.4% below SPV’s EUR 543.20, and EUR 436.15 per tonne of aluminium, 10.9 times SPV’s EUR 39.90. The SDR fee pays for a separate return network of machines and collection points, and because it is one fee per unit, can-heavy brands carry more of it.

Scenarios: how the bill moves

SPI ran three cases on the example portfolio, in euros only (Exhibit 11). Low puts the containers on the green list and every remaining SIGRE line that has one at SPV’s bonificado value. Base is Exhibit 10. High puts the containers on the red list and keeps SPV base values. A separate lightweighting case shows what a 20 g PET bottle would have saved under SPV and saves under the SDR.

Exhibit 11SPI calculation: the example bill runs from EUR 156,382 to EUR 199,337, and the recyclability list moves it far more than SIGRE's bonificado

EUR only, excluding VAT, full year, deposits excluded. Low applies SPV bonificado values to glass, board, film and non-urban lines (steel has none). Lists are applied to all containers at once, an SPI assumption. The lightweight case changes only the PET bottle weight, from 24 g to 20 g.

The list matters most. A move from green to red adds EUR 40,660 a year on 16 million containers, while meeting every SPV criterion on the remaining lines saves EUR 2,295.50. Lightweighting the PET bottle from 24 g to 20 g would have cut SPV’s PET line from EUR 130,368.00 to EUR 108,640.00; under the SDR the fee stays EUR 101,200.00 whatever the bottle weighs.

On the volume side, each extra million green-list PET bottles adds EUR 10,120 and each extra million cans EUR 5,670. SPI analysis: for a brand choosing a format for a new 330 ml line, a green-list can now costs EUR 0.00445 less per unit in fees than a green-list PET bottle, the reverse of the SPV position, where a 13 g can cost EUR 0.00052 and a 24 g bottle EUR 0.01304.

In practice: SDR Portugal.

SDR Portugal reported 10,006,067 containers returned in the first two months from 10 April 2026, about one per citizen, through more than 2,500 Volta points on the mainland, the Azores and Madeira (SDR Portugal, 10 June 2026). The system was presented by the government as an investment of about EUR 150 million, financed by producers and packers without public funding (Government of Portugal, 13 April 2026). SPI analysis: the 40% target for 2026 is measured against weight placed on the market, and with an April start and transition stock in the year, 2027’s 80% is the first test of a full year.

In practice: Novo Verde.

Novo Verde’s 2026 table carries three urban rate periods and a published average, and its eco-modulated values are 10% below the base, matching SPV’s design (Novo Verde, update of 1 July 2026). For members placing under one tonne a year it charges a flat EUR 150. For a drinks brand comparing entities, the averages are the fairer comparison with SPV’s single annual values.

Industry reaction

“O SDR entrou em funcionamento em Portugal no dia 10 de abril de 2026, abrangendo todo o território nacional.”

Agência Portuguesa do Ambiente, regulator, Perguntas frequentes SDR, v2.6, 5 June 2026

APA’s sentence, that the SDR began operating in Portugal on 10 April 2026, across the whole country, is the plainest official statement of the start date SPI has read.

“é uma questão de hábito e de logística. Nós temos de criar uma cultura diferente em relação aos resíduos.”

Maria da Graça Carvalho, Minister of Environment and Energy, Government of Portugal release, 13 April 2026

The minister framed Volta as a matter of habit and logistics, and of building a different culture towards waste.

“as garrafas de plástico de utilização única para bebidas com capacidade inferior a três litros deixam de ser declaradas à SPV”

Sociedade Ponto Verde, SIGRE managing entity, Questões frequentes, clientes embaladores

SPV’s guidance places the exit on the operational start of the deposit system, after which those bottles are declared to the SDR entity instead.

“Os primeiros dois meses de implementação do sistema demonstram uma adesão clara dos consumidores.”

SDR Portugal, President, release on the first two months, 10 June 2026

The gaps in this view

The legal texts. SPI has not yet confirmed the article text of Decree-Laws 24/2024 and 34/2024, or the despacho fixing the EUR 0.10 deposit, in the Diário da República. This article relies on APA’s FAQ, circular, licence documents and briefing for those points.

Caps, labels and the 2026 credit. SPI has not yet confirmed whether SPV expects caps and labels on Volta containers to leave its declaration with them, or how each SIGRE entity credits 2026 fees on units corrected out.

Electrão’s urban lines. SPI has not yet confirmed Electrão’s 2026 urban-flow values by material, so Exhibit 5 shows only its small-member fee.

Scope of the example. The portfolio, weights and flows are SPI assumptions. SDR Portugal’s registration value, penalties and guarantees, and any SPV minimum, are left out.

What leaders should do now

  1. Packaging and compliance leads, before 31 March 2027: tag every SKU and pack element as Volta, SIGRE urban or SIGRE non-urban, and make sure the 2026 correction removes the units moved to the SDR from 10 April 2026.
  2. Finance teams, in the 2027 budget round: budget SDR fees per unit and SIGRE fees per kilo as separate lines, and model deposit cash flow at EUR 0.10 per container on monthly invoices.
  3. Packaging development teams, before 2027 briefs are frozen: test every bottle and can against SDR Portugal’s technical specifications, since a red-list container costs about 30% more than a green-list one.
  4. Procurement, by 31 December 2026: compare the 2027 tables of SPV, Novo Verde and Electrão for the glass, board and film lines that stay in SIGRE, using annual averages where an entity changes rates during the year.
  5. Brand owners with wine-sector, spirit or dairy drinks in cans or plastic, now: confirm with SDR Portugal and the SIGRE entity how these lines are declared since 12 August 2026, when they fell outside the SDR, and that their marking matches.
  6. Format strategy owners, before the next launch: re-run the can or PET choice for new single-serve lines on SDR fees, where a green-list can now costs less per unit than a green-list bottle.

Questions for your board

  • How much did we pay SPV and SDR Portugal in 2026, in euros, and which SKUs drove each bill?
  • Have our SILiAMB entry, SIGRE contract and 2026 correction all moved the same units to the SDR?
  • What share of our containers are on SDR Portugal’s yellow or red list, and what would moving them to green save?
  • Which of our drinks fall outside Volta by product or material, and are they on the right SIGRE lines?
  • What does carrying EUR 0.10 per container through our invoices cost in working capital?
  • Would another SIGRE entity price our remaining glass, board and film lower?

What to watch

  • 31 Dec 2026: SIGRE entities and SDR Portugal publish 2027 values; SDR Portugal must give members at least 30 days’ notice of new values (APA, primeiro aditamento SDR).
  • 15 Mar 2027: SDR Portugal annual declarations for 2026 are due (SDR Portugal Manual do Embalador).
  • 31 Mar 2027: APA register data for 2026 are due, with the correction for units moved to the SDR (APA Circular 01/2026; APA UNILEX manual).
  • 2027: Volta’s collection target rises to 80% for the total and for each of plastic, ferrous metal and aluminium (PR-PT-001).
  • 12 Aug 2028: first possible date for the harmonised EU sorting label on packaging sold in Portugal (PR-EU-003).
  • 1 Jan 2029: the 90% separate collection target for single-use plastic and metal drinks containers under PPWR Article 50 and the Volta licence (PR-EU-007).

Methodology

  • Data used: SPI’s Portugal fee-market note, the PR-PT-001 tracker rule and the PT jurisdiction note, brought up to date from SPV’s 2025 and 2026 tables, FAQ, membership page and 2025 activity report; Novo Verde’s 2026 table; Electrão’s 2026 fee page; SDR Portugal’s 2026 fee table, packer manual and June 2026 release; and APA’s SDR FAQ, Circular 01/2026, SDR licence and amendment, SPV licence amendment, UNILEX manual, 2024 management report and May 2026 briefing, all consulted on 25 October 2026.
  • Counting rules: SIGRE values are EUR per kg, excluding VAT, base values unless stated. SDR values are EUR per unit placed on the market. Per-container and per-tonne equivalents use SPI-assumed weights including cap and label. Euros only; no currency is converted.
  • Worked example and scenarios: unit counts, weights, flows and list assignments are SPI assumptions. The 2026 split assumes units placed evenly through the year.
  • Cut-off: 25 October 2026.
  • Limitations: the Diário da República texts of the 2024 decree-laws and the deposit despacho, Electrão’s urban lines, SPV’s treatment of caps on Volta containers and SDR Portugal’s registration value are not yet confirmed by SPI. The estimate is not an invoice. Confirm obligations with the managing entities and APA, and check with counsel where it applies.

FAQ

When did Portugal's deposit return system start?

APA states that the SDR, branded Volta, began operating across Portugal on 10 April 2026, with a transition for unmarked stock until 9 August 2026. SPI has not yet confirmed a Diário da República text that fixes the start date.

How much is the Volta deposit?

EUR 0.10 per container, whatever the size or material, and it is not subject to VAT. It is shown separately on invoices down the chain and refunded in full for an intact container with a readable barcode.

What are Sociedade Ponto Verde's fees in 2026?

Urban-flow base values per kg are EUR 0.0868 for glass, EUR 0.3104 for paper and board, EUR 0.5140 for liquid food cartons, EUR 0.5432 for every plastic line, EUR 0.5219 for steel and EUR 0.0399 for aluminium. Packaging meeting all criteria pays a value 10% lower where one is listed.

What does SDR Portugal charge producers?

In 2026, per unit placed on the market, EUR 0.01012 for a plastic bottle, EUR 0.00567 for an aluminium can and EUR 0.01027 for a steel container on the green list, with yellow and red lists about 10% and 30% higher.

Do Volta containers still pay Valor Ponto Verde?

No, once moved. SPV says in-scope plastic drinks bottles stop being declared to it once the SDR operates. APA keeps 2026 placings in the SIGRE declaration but requires the units actually moved in 2026 to be corrected out, and from 2027 they are declared under the SDR.

Which drinks packaging stays in SIGRE?

Glass bottles, liquid food cartons, dairy drinks, wine-sector products and spirits in plastic or metal since 12 August 2026, and all sleeves, film, cases and pallet wrap. They pay the per-kg rates of SPV, Novo Verde or Electrão.

We apply published fee tables and tax rates to your tonnages and recycled content, and show the result as scenarios with every rate sourced.
