**Between 2026 and 2030, 21 of the 79 rules in the SPI Regulation Tracker take effect, and adding the staged steps inside rules gives 70 dated packaging milestones, with 8 of them on 1 January 2030 and 13 that could still move.**

A law's headline date is rarely the date that matters to a pack: most obligations arrive as steps inside rules that started earlier or start later. Strategic Packaging Insights (SPI) put every rule start date and every dated step from its rule notes and rule analysis on one calendar, then graded each date by how firm it is.

## Executive summary

Packaging compliance between now and 2030 is a calendar problem before it is a design problem. SPI combined the effective dates of the 79 rules in its Regulation Tracker with every dated step in its rule notes and its 14 October 2026 rule analysis. The result is 70 dated milestones in 41 rules across 14 countries and blocs. Only 21 of them are rule start dates; the other 49 are steps inside rules, such as a recycled-content level that rises, a plan that falls due or an exemption that ends. A calendar built on headline dates misses seven in ten.

The shape of the five years is uneven. 2026 holds 25 milestones, and 15 of them belong to extended producer responsibility (EPR) rules: registration, data and the first modulated fees. The middle years, 2027 to 2029, hold 29 milestones but only four rule start dates, so they look quiet on a headline calendar and are not. 2030 holds 16 milestones, 12 of which govern what the pack is made of, how it is designed or whether it may be sold.

1 January 2030 is the pinch point. Eight obligations land that day, including PPWR recyclability, 30% recycled content in single-use plastic beverage bottles, reuse targets, the 50% empty space cap and the Annex V format restrictions, plus California's 50% postconsumer content standard.

Not every date is firm. SPI's date-firmness ladder puts 57 milestones as fixed in the text and 13 as able to move: six wait on EU methods still in preparation, four wait on an administrator or approval, and three are contested, proposed or open to legislative review. Five of the eight 1 January 2030 dates depend on Commission acts that were not adopted on 14 October 2026. Under SPI's scenarios, the PPWR design-for-recycling test moves to July 2030 or January 2031 if its criteria arrive six or twelve months late.

The practical answer is to plan to the firm dates, track the movable ones, and treat 2027 and 2028 as the years in which 2030 pack decisions are made.

## Key findings

1. 21 of the 79 tracker rules have an effective date between 2026 and 2030; 12 of those dates fall in 2026 (SPI Regulation Tracker, 14 October 2026).
2. Adding the staged steps in SPI's rule notes and rule analysis gives 70 dated milestones in 41 rules, so 49 of the 70 dates would be missed by a calendar built on rule start dates alone.
3. Eight milestones fall on 1 January 2030, including PPWR recyclability ([PR-EU-010](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-010/)), 30% recycled content in single-use plastic beverage bottles ([PR-EU-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-004/)), the Annex V format restrictions ([PR-EU-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-008/)) and California's 50% postconsumer content for plastic beverage containers ([PR-US-009](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-009/)).
4. SPI analysis: 15 of the 25 milestones in 2026 belong to EPR rules, against 2 of the 16 in 2030; near-term dates are about registration, data and fees, and the 2030 dates are about the pack itself.
5. SPI analysis: 13 of the 70 milestones could move, and 5 of the 8 dated 1 January 2030 wait on Commission methods; the Article 6(4) design-for-recycling criteria are due by 1 January 2028, two years before recyclability applies.
6. The next start date for a tracker rule is 1 October 2027, when deposit return schemes begin in England, Northern Ireland and Scotland ([PR-GB-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-004/), [PR-GB-005](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-005/)); Exchange for Change opened producer registration on 29 September 2026.
7. Maine's packaging EPR has no live producer deadlines: its request for a stewardship organisation closed on 18 August 2026 with no proposals, and the state said on 11 September 2026 it would revise it (Maine DEP, consulted 14 October 2026).

## How the calendar was built

The SPI Regulation Tracker holds 79 packaging rules in 25 jurisdictions, each with its official source, status, dates and an SPI rule note. Every note lists what to do and by when, with dates taken from the official source, and the SPI rule analysis of 14 October 2026 added a history and dated obligations for every rule. This calendar combines two kinds of date:

- **Rule start dates:** the effective date on each tracker record, where it falls between 1 January 2026 and 31 December 2030. There are 21.
- **Staged steps:** dated obligations inside a rule, such as a recycled-content level that rises, a registration or plan deadline or the end of an exemption. There are 49: 39 from the rule notes and 10 more from the 14 October rule analysis, among them California's 10% source reduction step in 2027, Maryland's sales prohibition date of 29 October 2028 and Minnesota's written agreement requirement from 1 January 2029.

Recurring annual deadlines, such as India's 30 June annual return ([PR-IN-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/india/pr-in-001/)), Ontario's 31 May supply report ([PR-CA-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/canada/pr-ca-003/)), Viet Nam's 1 April plan registration ([PR-VN-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/vietnam/pr-vn-001/)) and California's 1 March recycled-content report ([PR-US-009](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-009/)), are not repeated for every year. They appear in the market table in Exhibit 9.

Rules without a fixed date in the range are left out of the timeline and covered in the section on dates that may move: Maine's packaging EPR ([PR-US-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-001/)), New Zealand's stage 3 phase-out ([PR-NZ-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/new-zealand/pr-nz-002/)) and Australia's packaging EPR bill ([PR-AU-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/australia/pr-au-003/)).

## Counts by year and type

On rule start dates alone (Exhibit 2), the calendar looks front-loaded and then empty: 12 rules start in 2026, two in 2027, one each in 2028 and 2029 and five in 2030. The 2026 group mixes the EU's general application of the PPWR on 12 August 2026 ([PR-EU-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-001/)) and its PFAS limits for food-contact packaging ([PR-EU-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-002/)), Germany's VerpackDG ([PR-DE-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/germany/pr-de-001/)), California's SB 54 permanent regulations from 1 May 2026 ([PR-US-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-004/)), Viet Nam's Decree 110/2026 from 25 May 2026 ([PR-VN-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/vietnam/pr-vn-001/)), India's recycled-content and reuse rules of 31 March 2026 ([PR-IN-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/india/pr-in-002/), [PR-IN-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/india/pr-in-003/)), Portugal's Volta deposit system from 10 April 2026 ([PR-PT-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/portugal/pr-pt-001/)), Ontario's full producer responsibility from 1 January 2026 ([PR-CA-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/canada/pr-ca-003/)), Dubai's final single-use phase ([PR-AE-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-arab-emirates/pr-ae-001/)), PackUK's year 2 fee year ([PR-GB-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-003/)) and California's SB 343 labelling date of 4 October 2026 ([PR-US-011](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-011/)).

SPI analysis

The middle years are not quiet. Exhibit 4 shows 2027 to 2029 holding 29 milestones but only four rule start dates. The rest are steps a reader of headline dates would not see: California's 10% single-use plastic source reduction step on 1 January 2027 and the first USD 500 million year of its Plastic Pollution Mitigation Fund from July 2027 ([PR-US-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-004/)), New Jersey's 20% postconsumer content level in 2027 ([PR-US-010](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-010/)), the UK's removal of pre-consumer plastic from the Plastic Packaging Tax threshold on 1 April 2027 ([PR-GB-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-001/)), India's 60% recycled content for Category I rigid plastic in 2028-29 ([PR-IN-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/india/pr-in-002/)), Maryland's first producer plan on 1 July 2028 ([PR-US-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-007/)), Minnesota's first stewardship plan on 1 October 2028 ([PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/)) and Washington's market access restriction from 1 March 2029 ([PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/)).

## 2026: registration, data and fees

Twenty of the 25 milestones in 2026 had passed by 14 October 2026. They were mostly about joining a scheme and reporting. In Washington, producers had to appoint a producer responsibility organisation (PRO) by 1 January 2026 and be members of a registered PRO by 1 July 2026 ([PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/)). California's SB 54 producers had until 1 June 2026 to join Circular Action Alliance (CAA), register as an independent producer or apply for the small producer exemption ([PR-US-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-004/)). Colorado dues became payable from January 2026 ([PR-US-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-003/)). Maryland's PRO filed its first annual registration from 1 July 2026 ([PR-US-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-007/)). In the UK, large producers' data for January to June 2026 was due by 1 October 2026 ([PR-GB-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-002/)).

California's SB 343 date of 4 October 2026 sits on the calendar with a caveat: on 14 July 2026 the US District Court for the Southern District of California issued a preliminary injunction that blocks enforcement of SB 343, while CalRecycle's study duties continue ([PR-US-011](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-011/)). The record's status is being updated in the 13 October check.

Five 2026 milestones are still ahead: PackUK's year 2 notice of liability by the end of November ([PR-GB-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-003/)); the Welsh ban on wet wipes containing plastic on 18 December ([PR-GB-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-007/)); Oregon's first life cycle impact disclosure by the 25 largest producers on 31 December ([PR-US-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-002/)); 60% recovery of the plastic packaging footprint by large enterprises in the Philippines by 31 December, rising to 70% at the end of 2027 and 80% from the end of 2028 ([PR-PH-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/philippines/pr-ph-001/)); and Minnesota's first full needs assessment by 31 December ([PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/)).

In practice: PackUK year 2.

UK disposal fees for 2026-27 are the first to vary with recyclability. Only red-rated packaging is uplifted, by a multiplier of 1.2 in 2026-27, 1.6 in 2027-28 and 2.0 in 2028-29, and the extra money funds an equal discount on green tonnes (PackUK modulation statement, as given in the SPI rule analysis of [PR-GB-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-003/)). The December 2025 illustrative fees were set when only 45% of first-half 2025 tonnage carried a recyclability rating. PackUK set 1 September 2026 as the cut-off for resubmitting 2025 data and now plans the initial notice of liability for 2026-27 by the end of November 2026 (PackUK operational plan, updated 10 August 2026, consulted 14 October 2026). A producer's year 2 bill therefore depends on data it could still correct until September, and the step-up in the red multiplier to 2.0 by 2028-29 is the UK's own design deadline, ahead of the EU's.

SPI analysis

15 of the 25 dates in 2026 belong to EPR rules. Their common input is packaging data by SKU, material, weight and market. Companies that built that data set once for Oregon, Colorado and California will reuse it for Washington, Maryland and Minnesota, and the [EPR fees per tonne article](https://www.strategicpackaginginsights.com/insights/epr-fees-per-tonne-2026/) shows how directly reported weights drive cost.

## 2027 to 2029: deposits, plans and market access

The pivotal date in this stretch is 1 October 2027, when drinks deposit return schemes start in England and Northern Ireland ([PR-GB-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-004/)) and in Scotland ([PR-GB-005](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-005/)). Producers register with the scheme administrator and print the scheme logo and return code. Scotland's reset scheme removes glass and moves the minimum container size to 150 ml, aligning it with England and Northern Ireland (SSI 2025/188). Both schemes carry return targets of 70% for 2028, 80% for 2029 and 90% from 2030 (SI 2025/67 regulation 81; SSI 2025/188 Schedule 3).

In practice: Exchange for Change.

Exchange for Change, the trading name of UK Deposit Management Organisation Limited, was designated as Scotland's scheme administrator from 20 June 2025 (SSI 2025/189) and runs the scheme for England and Northern Ireland. It opened phase 1 producer registration on 29 September 2026, with phase 2 due in January 2027, and says producer fees for January 2029 to December 2032 will be reviewed and reconfirmed in May 2027 (Exchange for Change, September 2026, as given in the SPI rule analysis of [PR-GB-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-kingdom/pr-gb-004/)). For a drinks producer, the calendar to launch is therefore four dates, not one: registration now, phase 2 in January 2027, a fee review in May 2027 and live deposits on 1 October 2027.

Elsewhere, 2027 to 2029 is about plans and money in North America and rising percentages in Asia:

- 1 January 2027: Quebec's material recovery targets start ([PR-CA-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/canada/pr-ca-006/)), and Austria's central body must ensure a 90% collection rate for single-use drinks containers ([PR-AT-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/austria/pr-at-001/)).
- End of 2027: Washington's full statewide needs assessment is due ([PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/)), and in Germany the producer transition for ZSVR authorisation ends ([PR-DE-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/germany/pr-de-001/)).
- 1 January 2028: Member States that want to avoid a mandatory deposit system must notify the Commission, having reached at least 80% separate collection for packaging placed on the market in 2026 (PPWR Article 50(5), [PR-EU-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-007/)).
- 2028-29: India's Category I rigid plastic packaging must contain 60% recycled plastic, and large drinking-water containers reach 85% reuse ([PR-IN-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/india/pr-in-002/), [PR-IN-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/india/pr-in-003/), G.S.R. 237(E)).
- 1 July 2028: British Columbia's exemption for PVC film wrap ends ([PR-CA-005](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/canada/pr-ca-005/)).
- 12 August 2028: the PPWR harmonised material-composition sorting label is due; its design depends on a Commission implementing act still in preparation in October 2026 ([PR-EU-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-003/)).
- 1 October 2028: Washington's PRO plan is due, and Minnesota's first stewardship plan ([PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/), [PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/)).
- 29 October 2028: Maryland's guide gives this as the earliest date from which a producer may not sell covered materials without an approved plan, or a later date the department identifies (MDE compliance guide, September 2026, [PR-US-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-007/)).
- 1 January 2029: EU Member States must separately collect at least 90% by weight of single-use plastic and metal drinks containers up to three litres ([PR-EU-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-007/)), and in Minnesota no producer may introduce covered materials without a written agreement under an approved plan ([PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/)).
- February 2029: Minnesota's producer-funded reimbursement starts at 50%, rising to 75% in 2030 and at least 90% in 2031 ([PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/)).

One proposed measure sits in the range: a rise in the EU plastic own resource from EUR 0.80 to EUR 1 per kg of non-recycled plastic packaging waste from 2028, which Member States would pay (COM(2025) 574, [PR-EU-018](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-018/)). It is shown as proposed and may change.

## 1 January 2030: eight obligations on one day

In 2030 the EU has seven milestones, five of them on 1 January. From that day packaging must be recyclable ([PR-EU-010](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-010/)), single-use plastic beverage bottles must contain 30% recycled content under the PPWR ([PR-EU-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-004/)), reuse targets of 40% for transport packaging and 10% for grouped packaging apply ([PR-EU-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-006/)), empty space in grouped, transport and e-commerce packaging is capped at 50% ([PR-EU-009](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-009/)), and the Annex V format restrictions start ([PR-EU-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-008/)). Also in 2030, the Single-Use Plastics Directive requires single-use plastic beverage bottles to contain at least 30% recycled plastic as a Member State average ([PR-EU-016](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-016/)), and Member States are to cut packaging waste per person by 5% against 2018 ([PR-EU-011](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-011/)). The [PPWR 2030 format restrictions article](https://www.strategicpackaginginsights.com/insights/ppwr-2030-format-restrictions/) covers Annex V in detail.

The same day, California's plastic beverage containers carrying the California Redemption Value must reach a 50% annual average of postconsumer recycled plastic, up from 25% since 1 January 2025, with shortfalls penalised at USD 0.20 per pound ([PR-US-009](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-009/), CalRecycle). Quebec's local reclamation targets start ([PR-CA-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/canada/pr-ca-006/)), and Indonesia's roadmap lists phase-outs from 1 January 2030 including plastic straws, foam food containers, single-use plastic bags and flexible PP sachets under 50 ml or 50 g ([PR-ID-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/indonesia/pr-id-001/)).

Later in 2030, New Jersey's plastic beverage containers step up to 25% postconsumer content and rigid plastic containers to 30% ([PR-US-010](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-010/), NJDEP). Spain's 20% reusable commercial and industrial packaging target applies ([PR-ES-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/spain/pr-es-002/)). British Columbia's foam meat and seafood tray exemption ends on 1 July 2030 ([PR-CA-005](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/canada/pr-ca-005/)), and Colombia's second wave of single-use plastic prohibitions applies in July 2030, alongside Article 17 recycled-content levels of 35% for PET bottles of drinks other than water and 90% for drinking-water PET bottles (Ley 2232 de 2022, [PR-CO-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/colombia/pr-co-002/)).

SPI analysis

12 of the 16 milestones in 2030 concern what the pack is made of, how it is designed or whether it may be sold at all. Exhibit 5 shows the shift in geography too: the United States carries 20 of its 23 dates before 2030, while the EU carries 7 of its 13 in 2030. Pack changes of this kind usually run through artwork, tooling, supplier qualification and line trials, so a 1 January 2030 date sets decisions in 2027 and 2028 for many ranges. A team that plans to the date itself is already late.

## How firm is each date? The SPI date-firmness ladder

A date in a statute and a date that waits on someone else's decision are not the same planning input. SPI therefore graded all 70 milestones on a four-step ladder, using only what the official texts and the SPI rule analysis say about each date (Exhibit 6).

- **Fixed in the text:** the date is written into an act in force or adopted, and nothing further is needed for it to apply.
- **Waits on an EU method:** the date is in the PPWR, but the method, criteria or guidance that defines compliance was not adopted on 14 October 2026.
- **Waits on a plan, approval or administrator:** the date depends on an administrator's timetable, an approved plan or an agency's discretion, as with PackUK's notice of liability, Maryland's sales prohibition "or by a later date", Minnesota's written agreement requirement and Viet Nam's discretionary rate rises.
- **Contested, proposed or open to review:** the date is blocked by a court, sits in a proposal, or faces a legislative checkpoint, as with SB 343, the EU own resource increase and Washington's March 2029 restriction, which follows a 2029 legislative session that may amend the chapter (RCW 70A.208.010).

SPI analysis

57 of the 70 milestones are fixed, and that is the backbone of any plan. The 13 that can move are not spread evenly: 11 of them fall in 2028 to 2030, and five sit on 1 January 2030 itself. A movable date is not a reason to wait. It is a reason to keep two plans, one for the date as written and one for the date as it may become, and to watch the trigger that decides between them.

## What waits on the European Commission

Several EU dates depend on Commission acts that set the method before the obligation applies. The Commission's own implementation timeline lists them (Exhibit 7).

SPI analysis

The label act was due on 12 August 2026 and was still in preparation two months later, which shows that the due dates in Exhibit 7 are targets for the Commission, not guarantees. The shortest lead time, under two years from the empty space method to the cap, falls on the obligation that affects e-commerce and outer cases most. A company cannot finish a recyclability assessment against criteria that do not yet exist, but it can prepare its packaging data so the assessment is quick once they are adopted. The same Commission page lists an evaluation of the need for derogations from the recycled-content targets by 1 January 2028 (Article 7(12)) and a review of the PFAS restrictions by 12 February 2030 (Article 5(5)).

## Scenarios: when the movable 2030 dates could apply

Two of the movable dates have a rule in the text that sets how far they can slip. The Commission's guidance says PPWR Article 6(2)(a), the design-for-recycling test behind recyclability, applies "from 1 January 2030 or 24 months from the date of entry into force" of the Article 6(4) delegated act, whichever is later (Commission Notice C/2026/3084, section 6, consulted 14 October 2026). In Washington, plan implementation starts on 1 January 2030 or six months after plan approval, whichever is later, under RCW 70A.208.040(3)(d) as cited in the SPI rule note ([PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/)). Exhibit 8 shows what each would mean under three assumptions.

**SPI calculation:** EU: on time, 1 January 2028 plus 24 months is 1 January 2030, equal to the floor, so the floor applies. Six months late, 1 July 2028 plus 24 months is 1 July 2030. Twelve months late, 1 January 2029 plus 24 months is 1 January 2031. Washington: approval on 1 July 2029 plus six months is 1 January 2030; on 1 January 2030, it is 1 July 2030; on 1 July 2030, it is 1 January 2031.

The scenarios cut both ways. A late act gives more time to redesign, but it also compresses the window between knowing the criteria and having to meet them to exactly 24 months, which is the same lead time the on-time case gives. Under every scenario, a pack that fails the criteria has two years at most from the day they are known. The Article 6(1) duty that all packaging placed on the market shall be recyclable has applied since 12 August 2026, according to the same guidance.

## What starts in your market

The table lists, for each market with a dated milestone, what has already applied in 2026, the next dated step and later steps to 2030 (Exhibit 9). EU-level dates apply in every Member State in addition to the national rows.

In practice: Circular Action Alliance across US states.

For a brand selling across the United States, one PRO now sits behind most of the state calendars. CAA was selected by Maryland's environment department as the single nonprofit PRO on 18 October 2023, set 31 May 2026 for producers to register there, and submitted its California SB 54 programme plan to the Advisory Board on 15 June 2026; the Advisory Board meets next on 16 October 2026 (SPI rule analysis of [PR-US-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-004/) and [PR-US-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-007/), citing CalRecycle and CAA). The state dates still differ: Colorado dues from January 2026, Washington membership from July 2026, Maryland's plan in July 2028 and Minnesota's in October 2028.

SPI analysis

One PRO reduces the number of counterparties, not the number of deadlines. A company selling into the six states with EPR rows in Exhibit 9 still has six sets of dates and six sets of fee rules.

SPI analysis

For a company selling into one EU Member State, the calendar is the EU row plus its national row. The UK's dated steps in the tracker end in 2028, which reflects what has been legislated so far rather than a quiet period.

## Dates that may move

The calendar shows dates as the official sources give them on 14 October 2026. Exhibit 6 grades them; this section explains the main triggers.

- **Litigation:** California's SB 343 is enjoined, and CalRecycle states the 4 October 2026 date "may be impacted by ongoing litigation" ([PR-US-011](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-011/)).
- **Approval-dependent starts:** Washington's plan implementation (Exhibit 8), Maryland's sales prohibition "or by a later date" and Minnesota's written agreement requirement all depend on plans being approved ([PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/), [PR-US-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-007/), [PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/)).
- **Commission acts:** the PPWR sorting label design and the 2030 methods depend on acts not yet adopted ([PR-EU-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-003/), [PR-EU-004](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-004/), [PR-EU-010](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-010/)).
- **Proposals:** the EU own resource increase ([PR-EU-018](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-018/)) and the Environmental Omnibus suspension of the PPWR authorised-representative duty ([PR-EU-012](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-012/)) are proposed. The Omnibus file passed the Parliament's environment committee on 5 October 2026, with a report tabled on 9 October and an indicative plenary sitting on 19 October 2026 (Legislative Observatory, as given in the SPI rule analysis). Australia's packaging EPR bill has not passed ([PR-AU-003](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/australia/pr-au-003/)).
- **No date at all:** Maine's packaging EPR has no live producer deadlines, and New Zealand's stage 3 phase-out has no date ([PR-NZ-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/new-zealand/pr-nz-002/)).

In practice: Maine's stewardship programme.

Maine passed its packaging stewardship law in 2021, and every producer deadline runs from the date the state signs a 10-year contract with a stewardship organisation (Title 38, section 2146, as given in the SPI rule analysis of [PR-US-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-001/)). The state's request for proposals, RFP-202605094, was issued on 15 June 2026 and closed on 18 August 2026 with no proposals submitted. On 11 September 2026 the Department of Environmental Protection announced it would revise the request (Maine DEP bulletins, consulted 14 October 2026). Maine is the clearest case in the tracker of a law in force whose obligations have no date: the calendar for Maine producers starts only when a contract is signed.

The tracker statuses of three US EPR rules and of SB 343 are being updated in the 13 October check. In the tracker today, 58 rules are in force, 15 adopted and 3 proposed. Every tracker record carries the Sourced label.

## Who owns each 2030 date

The 2030 obligations land on different parts of a business. Exhibit 11 maps each to the function that usually holds the work, so a calendar becomes a set of owners.

## Industry reaction

> "Online shops will have to reduce the empty space in delivery boxes."

***European Commission** , Directorate-General for Environment, [Facts about the new EU rules on packaging and packaging waste](https://environment.ec.europa.eu/topics/waste-and-recycling/packaging-waste/facts-about-new-eu-rules-packaging-and-packaging-waste_en), consulted 14 October 2026*

The Commission's plain summary of [PR-EU-009](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/european-union/pr-eu-009/) contrasts with the method behind it, which Exhibit 7 shows is due only by 12 February 2028.

> "PackUK intends to issue the initial notice of liability for the 2026 to 2027 assessment year by the end of November 2026."

***PackUK** , UK packaging EPR scheme administrator, [operational plan 2026 to 2027](https://www.gov.uk/government/publications/packuk-operational-plan/packuk-operational-plan-2026-to-2027), updated 10 August 2026*

The sentence sets the next UK date in this calendar; the year 2 fees on the tracker stay illustrative until then.

> "The injunction only blocks enforcement of SB 343."

***CalRecycle** , California's recycling regulator, [SB 343 Accurate Recycling Labels page](https://calrecycle.ca.gov/wcs/recyclinglabels/), consulted 14 October 2026*

CalRecycle's study duties continue under the injunction, with the next full material characterisation study due in 2027 ([PR-US-011](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-011/)).

> "Maine DEP to Revise Request for Proposals for Stewardship Organization."

***Maine Department of Environmental Protection** , state regulator, [bulletin](https://content.govdelivery.com/accounts/MEDEP/bulletins/429cf26), 11 September 2026*

The bulletin followed a request that drew no proposals, which leaves Maine without producer deadlines ([PR-US-001](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-001/)).

## What leaders should do now

1. **Heads of regulatory affairs, by 31 December 2026:** load all 70 milestones in Exhibit 1 into one register by SKU group and market, with the firmness grade from Exhibit 6, and assign each to a named function from Exhibit 11.
2. **Packaging R&D leads, by the end of 2027:** finish a recyclability screen of the EU range against the current PPWR grades and EN standards, so the assessment can be rerun within months once the Article 6(4) criteria are adopted.
3. **Procurement heads, in 2027 contract rounds:** secure recycled resin supply for the 2030 steps in California, New Jersey, Colombia and the EU, written per format and per market, and for India's 2028-29 Category I level.
4. **Drinks companies selling in the UK, before phase 2 opens in January 2027:** register with Exchange for Change, plan return-code artwork and budget for the fee review in May 2027.
5. **E-commerce and logistics directors, by mid-2028:** measure the empty space ratio of current shipper boxes and reusable transport packaging shares, so the 2030 caps and targets can be tested as soon as the methods arrive.
6. **US EPR leads, by 1 October 2028:** align data, fee and plan inputs across CAA states, and keep Maine and the Maryland sales prohibition date on a watch list rather than in the plan.
7. **Chief financial officers, at the 2027 budget:** price PackUK's red multipliers of 1.6 and 2.0 for 2027-28 and 2028-29, and California's USD 0.20 per pound AB 793 penalty rate, into packaging cost forecasts.

This is business advice, not legal advice; check with counsel before relying on any date.

## Questions for your board

- Which of the 70 milestones apply to us, and who owns each one?
- Which of our 2030 obligations wait on methods not yet adopted, and what is our plan if they arrive late?
- When must our 2030 pack decisions be made, given artwork, tooling and supplier qualification lead times?
- Do we have one packaging data set by SKU, material, weight and market that every EPR filing can use?
- How exposed are we to the red fee bands in the UK, and to recycled-content penalties in California?
- Which of our voluntary 2030 goals now overlap a legal date, and are we resourcing them as compliance work?

## Methodology

- **Data used:** the SPI Regulation Tracker live snapshot of 14 October 2026 (79 rules), the SPI rule note for each rule, and the SPI rule analysis written on 14 October 2026, which cites the official sources consulted that day. For this update SPI opened the Commission's PPWR implementation timeline, Commission Notice C/2026/3084, the DG ENV facts page, PackUK's operational plan, CalRecycle's SB 343 page, Maine DEP's bulletin of 11 September 2026 and Exchange for Change's registration release on 14 October 2026.
- **Counting rules:** a rule start date is the tracker's effective date in 2026 to 2030. A staged step is a dated obligation inside a rule, from the rule note, the rule analysis or its source. Recurring annual deadlines are counted once in the market table. Category is the parent rule's type, except the Colombian recycled-content step.
- **Firmness ladder:** SPI's grading of each milestone from the official texts (Exhibit 6). It describes what could move a date, not the likelihood that it will.
- **Scenarios:** Exhibit 8 applies the later-of-two-dates start rules stated in Commission Notice C/2026/3084 for Article 6(2)(a) and in RCW 70A.208.040 as cited in the SPI rule note; the entry-into-force and approval dates are assumptions.
- **Cut-off:** 14 October 2026.
- **Limitations:** dates are as the official sources state them; where only a month or year is given, the calendar shows that. Statuses of [PR-US-006](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-006/), [PR-US-007](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-007/), [PR-US-008](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-008/), [PR-US-011](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/united-states/pr-us-011/) and [PR-NZ-002](https://www.strategicpackaginginsights.com/data/packaging-regulation-tracker/new-zealand/pr-nz-002/) are being updated in the 13 October check. This is not legal advice; check with counsel before relying on any date. Corrections follow the [corrections policy](https://www.strategicpackaginginsights.com/corrections/).
